The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide. EGPAF Uganda Country program is currently implementing a number of projects in partnership with various donors.
About USAID RHITES Project:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) implements the USAID Regional Health Integration to Enhance Health Services in the South West Uganda Project (RHITES) whose aim is to increase the availability, accessibility and quality of integrated health services including HIV and TB prevention, care and treatment; maternal, neonatal and child health services; family planning; nutrition assessment, counseling support; malaria prevention and treatment and other primary care services.
Job Summary: The Compliance Officer will provide support to the Uganda Country Office to ensure implementation of an effective compliance program by proactively reviewing processes, practices, and documents and make appropriate recommendations in reviewed areas.
Key Duties and Responsibilities:
- He/she will support field office to comply with the donor and Foundation policies and procedures
- The Compliance Officer develops and implement an effective risk , control and compliance program
- Perform the critical function of third party verification of activity and financial verification on wide range of field activities including but not limited to VMMC, workshops, on the job training (mentorship), FSG/Ariel meetings, distribution of supplies, and hotel room occupancy among other program and operational activities
- Keep abreast of internal standards and business goals, carries out spot check on inventory in the Stores for completeness of records and existence
- Tasked with the review vehicle logs and policies and performs annual verification of NEXP inventory list for completeness and existence following the Foundation’s inventory management policy.
Qualifications, Skills and Experience:
- The applicant for the USAID EGPAF RHITES Project Compliance Officer job opportunity should hold a Bachelor’s Degree in Business Administration or Commerce
- Professional qualification is an added advantage.
- A minimum of two years’ experience in accounting, auditing.
- In-depth knowledge of USG rules and regulations, systems and procedures and local government financial processes. Experience with managing other major international donor funds and working with an international non-profit/non-governmental organization (NGO) preferred.
- Excellent writing and communication skills.
- Extensive knowledge of state legal taxation requirements and controls (VAT, WT, PAYE, NSSF etc).
- Familiarity with industry practices and professional standards.
- Excellent report writing skills.
