Job Title:  Finance & Administration Officer (FAOs) (2 Fresher Job Opportunities)

Organisation: AIDS Information Centre-Uganda (AIC)

Duty Station:  AIC Jinja & AIC Mbarara, Uganda

Reports to: The Regional Manager administratively and technically to the Finance Manager.

 

About US:

AIDS Information Centre-Uganda (AIC) is a Non-Governmental Organization founded in 1990 to provide Voluntary HIV Counselling and Testing services to the population of Uganda but has since evolved in response to the growing need and demand for integrated HIV prevention, care and treatment services. AIC plays a key role in health and community systems strengthening at the national, regional and community levels supporting more than 63 districts through 8 regional centres in Kampala, Jinja, Mbale, Mbarara, Arua, Lira, Soroti and Kabale. These provide integrated HIV/AIDS services including social support and protection, Tuberculosis (TB), Gender Based Violence (GBV) and Sexual Reproductive Health (SRH) services including family planning, Safe Male circumcision and Cervical Cancer Screening.

 

Job Summary:  Responsible for the effective running of all support areas, i.e. Finance, regional human resource and administration; and ensuring that AIC meets all its financial and compliance obligations  and as a member of the Senior Management team at the region, contributes to strategic and operational planning and oversight, and where required, leads project initiatives and teams at the region

 

Key Duties and Responsibilities:

Financial:

  • Processing transactions including but not limited to: – management of receipts and payments, coordination of procurement services, verification of LPOs, invoicing, and related activities
  • Take lead in the development and review of regional financial plans and budgets
  • Make timely requisitions for funds required for implementing regional programs
  • Keep safe custody of cash and other financial instruments, in line with established procedures
  • Promptly bank all monies received
  • Monitor the utilization and accountability of funds by supervisors and officers in the region, and arrange for necessary follow-up actions
  • Monitor expenditure against budgets, assess adherence to set limits and to financial policies, and advise on necessary actions
  • Provide maximum cooperation with and support to AIC internal and external auditors when they are engaged in audit work in the region
  • Provide financial support and advice to the region management team and officers as necessary
  • Prepare periodic reports on the financial performance of the region, and submit the reports to the Regional Manager and Finance Manager
  • Ensuring internal control mechanisms and budget management are observed for purposes of minimizing financial risk
  • Submit to head office financial and narrative reports as required in a timely manner
  • Working hand in hand with Head of Finance, HR & administration in relation to technical aspects

Administrative:

  • To assist in all administrative functions related to the Project
  • Plan for the administrative resources required for implementation of AIC programs in the region, and organize for their availability as required
  • Organize for minor procurements at the regional level, in accordance with AIC policies and procedures
  • Ensure effective and efficient utilization of assets at the region
  • Ensure coordinated and cost-effective deployment of regional resources and assets
  • Ensure proper and adequate maintenance of vehicle records and those of other assets
  • Maintain cordial relationships with AIC bankers, suppliers and other service providers at regional level
  • Maintain an up-to-date human resource information system for the region
  • Monitor to see that the established system for tracking daily staff attendance is followed, and follow up of cases of absenteeism with the respective immediate supervisors
  • Maintain contact and coordinate activities with all project staff
  • Keep and update all office records and ensure proper filing system, including property inventory
  • Ensure that all the project vehicles and motorcycles have log books and are filled by the staff concerned at all times and checked by Project manager

Logistics

  • Assist in procurement of project equipment according to AIC Uganda and donor guide lines
  • Maintaining a system for signing project equipment in and out and ensuring it is up-to-date
  • Undertaking other duties from time to time as may be required by Project Manager

 

Qualifications, Skills and Experience:

  • BCom /BBA/BSc (Accounting or Finance Major), or their equivalent; plus
  • At least part 2 of an internationally recognized Professional Accounting Body (ACCA, CPA, CIMA, etc
  • At least twoyears in middle management position with heavy administrative and accounting responsibilities in a reputable organization
  • Highly skilled in the use of Microsoft Office Applications
  • Excellent written and verbal communication skills
  • Administrative skills
  • Supervisory skills
  • Negotiation skills
