Terms of Reference

Project Overview:

JGI seeks a skilled consultant to manage the construction of two small-scale briquette making factories in Masindi District, Uganda. This initiative aligns with JGI’s mission to support sustainable community development and environmental conservation.

Consultancy Objectives:

The consultant will provide expert guidance and supervision for the entire construction process, ensuring the success of this critical project. Key responsibilities include:

  1. Conducting a comprehensive feasibility study for site selection based on accessibility, resource availability, and market proximity.
  2. Developing detailed construction plans, including layouts, infrastructure, and equipment needs.
  3. Assisting in obtaining all necessary permits and approvals for construction.
  4. Managing the construction phase to ensure completion within budget and timelines.
  5. Ensuring adherence to environmental and safety standards throughout the project.

Scope of Work:

  • Feasibility Analysis: Evaluate potential sites for the factories, considering logistical and resource factors.
  • Factory Design and Planning: Create detailed construction blueprints, emphasizing environmental and safety compliance.
  • Regulatory Compliance: Obtain all necessary local government approvals.
  • Construction Management: Oversee the construction, including contractor selection and supervision.
  • Quality Assurance: Implement and monitor quality control standards.
  • Reporting: Provide regular updates and a comprehensive final report on project completion.

Deliverables:

  • Feasibility study report.
  • Factory construction plans.
  • Documentation of permits and approvals.
  • Regular construction phase reports.
  • Final project completion report.

Timeline:

The project is expected to commence on January 15th, 2024, and be completed within a month.

Consultant Qualifications:

  • Proven experience in project management, especially in sustainable energy or environmental projects.
  • Familiarity with East African or Ugandan project environments is preferred.
  • Technical knowledge in equipment procurement and industrial setup.
  • Strong commitment to environmental conservation and sustainable practices.
  • Excellent communication, coordination, and report writing skills.

Budget:

Negotiable, based on the consultant’s proposal.

Reporting and Coordination:

The consultant will report to the Program Manager and collaborate closely with JGI’s project implementation team.
