About USAID RHITES-N Project:

RHITES-N, Lango will contribute to improving key population- based national health indicators; build the capacity of the Ugandan government to carry out a sustainable and locally- driven response to the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders to design and implement health system strengthening strategies to scale up high-impact, evidence-based interventions at the national, sub-regional, district, and community levels. Interventions will include VMMC, virtual elimination of mother-to-child transmission of HIV, antiretroviral therapy, and condom education and distribution. JSI will focus where the greatest impact can be realized, with a priority on hard-to-reach and high-HIV-prevalence locations. RHITES-N, Lango is a five-year contract. The JSI team includes Amref Health Africa, Doctors with Africa CUAMM, Another Option, and Medical Concierge Group.

Job Summary:  The Child Health Advisor will support the RHITES-N, Lango Project interventions to end preventable child deaths within a generation through adoption and acceleration of proven approaches to address the major causes child mortality and improve the quality of health services. S/he will work closely with MOH and district teams to support implementation of the high impact evidence based interventions at different levels of health care and oversee capacity building activities for essential child health care packages in the Project. The Child Health Advisor will be responsible for providing technical oversight and program management for essential child health package capacity building related activities.

Key Duties and Responsibilities: 

  • Provide strategic and technical leadership for the implementation of the CH program, including meeting operational targets and achieving or exceeding performance objectives;
  • Manage the implementation, monitoring and evaluation of innovative, technically sound, evidence-based, sustainable and cost effective interventions to improve CH services (including community-based CH services);
  • Lead and coordinate capacity building activities within the RHITES-N, Lango Project to improve competencies, knowledge and skills in implementation of the essential child health package through trainings, mentorship, meetings and workshops;
  • Conduct coaching and mentorship, training and joint supportive supervision at district and health facility level, to build the capacity of DHTs to support health facilities to improve child health care;
  • Build relationships with public and private sector representatives in the region and work closely with District Health Teams and other partners working in CH, as well as with the health facilities to strengthen coordination for CH activities;
  • Work with the Project technical teams and the District Project Coordinators to ensure that child health service delivery data is regularly used to inform planning and decision-making;
  • Contribute to the compilation and analysis of data for performance monitoring of the implementation of CH and utilize the data to take corrective actions;
  • Provide leadership for Quality Assurance and Quality Improvement measures for implementation of the CH strategies;
  • Work with finance team to develop and track Project budgets;
  • Ensure technical compliance with USAID rules and regulation;
  • In collaboration with the monitoring and evaluation team, ensure that data collected is accurate, valid and captures process and outcome indicators;
  • Write reports, work plans, strategic plans and other program-related documents in a timely manner and provide prompt feedback to donor requests for information;
  • Contribute to documentation and strategic dissemination of best practices, success stories, abstracts, and lessons learnt from implementation of the essential child health package;
  • Represent the project and contribute towards the MOH guidance on technical issues and participate in relevant advisory and/or technical working groups with counterparts and partner institutions in development, adaptation and operationalization of national guidelines and policies;
  • Perform any other duties as requested.

Qualifications, Skills and Experience:

  • The applicant for the USAID RHITES-N Project Child Health Advisor job placement should be a Medical Doctor preferably with a Master’s degree in Public Health. Paediatrics, family medicine or Health Systems Strengthening;
  • Strong knowledge of child health issues and the evidence behind successful approaches to diarrheal, malaria and pneumonia control along with a proven track record in working to improve child health; experience as a National Trainer for either of IMNCI, ETAT/IMNCI referral care package, iCCM and Reaching Every Community for Immunization is an advantage;
  • Ability and successful experience in rolling out a capacity building program in the area of CH;
  • Demonstrated knowledge of the Uganda health system, and ability to build and sustain strong relationships with national partners in child health—including representatives from Implementing partners, regional referral hospitals, districts, NGOs, CSOs, and the private sector;
  • Five years of experience working in Uganda in CH and nutrition, with community focus, knowledge of and experience working in collaboration with MOH, international and local donor agencies, districts and health facilities (public /private);
  • Knowledge of major CH best practices as well as implementation of RMNCH programs in Uganda.
  • Ability to develop, implement and monitor project activities, including documenting project learning;
  • Demonstrated skills in collaborative engagement, program planning, knowledge management, facilitation, networking and communication;
  • Previous experience working with USAID or other donors and multilateral agencies with an in-depth knowledge of USAID programs, regulations, compliance and reporting;
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform;
  • Experience working at national level on health policy, technical guidelines and program implementation;
  • Excellent writing, data collection, analysis and reporting skills;
  • Excellent facilitation, oral and written communications skills;
