About US Embassy:

The United States Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for over 30 years.  Ambassador Deborah R. Malac currently heads the U.S Mission to Uganda.  The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

Job Summary:   The Public Health Specialist (Branch Deputy) (Strategic Information Deputy Branch) serves as deputy and senior public health technical advisor to the Strategic Information Team Lead.  Job holder shares oversight responsibilities for the development and implementation of public health-related technical program activities and has direct responsibility for day-to-day coordination of branch administrative management activities that implement or support Strategic Information, HMIS and Monitoring and Evaluation activities under the President’s Emergency Plan for AIDS Relief (PEPFAR) program.  Duties and responsibilities include program planning and development, supervision of activity/branch staff, and grants, contracts and cooperative agreement oversight. Incumbent works closely with his/her supervisor to ensure that all office/branch activities contribute to measurable results that are in accordance with agency regulations, PEPFAR strategic objectives, international ethical guidelines and standards for public health care. The Position reports to the Strategic Information Branch Chief.

Qualifications, Skills and Experience:

  • The applicants for the United States US Embassy Public Health Specialist (Branch Deputy) (Strategic Information Deputy Branch) job opportunity should hold a Master’s degree in statistics or social sciences such as public health, epidemiology, sociology, economics, program evaluation, research, disaster management is required.
  • A minimum of five years progressively responsible public health experience in public health service-delivery projects within an HIV/AIDS intervention framework is required, including experience with business intelligence software; an additional two years managerial responsibility with multiple staffing reporting is required.
  • The incumbent must possess comprehensive knowledge of the SI branch programs, policies, regulations, protocols and ethical considerations applicable to the development and administration of national or international HIV/AIDS public health programs.
  • The job holder must have a detailed understanding of the President’s Emergency Plan for AIDS Relief (PEPFAR) and a good working knowledge of U.S. Government public health programs and strategies.
  • A detailed working knowledge of host government and international public health systems is required.
  • A detailed technical working knowledge of administrative, budgeting and fiscal management systems in support of funding mechanisms such as contracts, cooperative agreements, grants, and purchase requisitions is required.
  • Broad working knowledge and understanding of host-country HIV epidemic and a general understanding of other infectious diseases in the region is required.
  • Experience in developing and/or using data visualization tools is required.
  • The ability to supervise staff with tact in a busy office environment, excellent people and communication skills.
  • Ability to lift office supplies or equipment 5-10 pounds
  • Excellent Customer service
  • Ability to multi-task, Ability to manage an office budget,
  • Ability to coordinate with others.
  • Advanced computer skills and Level II (more than 40 words/ per minute) typing skills.
  • Language:  Level IV fluency in speaking/reading/writing English is required
