The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.
Job Summary: The Finance Delegate will be responsible for the financial management of projects in Uganda, Ethiopia and Somalia. The Finance Delegate is working in close cooperation with the Head of Office for Uganda and Somalia and the Country Representative in Ethiopia. The overall responsibility is securing the financial management and effective mechanisms to prevent fraud and corruption of the projects in the respective area, especially of donor funded projects (German Federal Foreign office, BMZ and EU). Furthermore, the delegate will support administrative & logistic tasks. The candidate will ensure that GRC financial, administrative and standard operation procedures are applied and maintained and where necessary strengthened and improved.
Key Duties and Responsibilities:
- General financial management and reporting
- Safeguarding of financial procedures and regulations (GRC and donor standards)
- Further development and adaptation of financial systems for the GRC delegations in line with GRC requirements (Uganda, Somalia), Set-up of financial systems in Ethiopia as new country of cooperation
- Strengthen the capacity of local finance staff through skill development, including financial management and monitoring to assume increased ownership and responsibility of the financial management of the GRC projects
- Training of delegation staff, local counterparts, and if applicable other delegates and volunteers in donor regulations and financial software administration
- Apply risk management in financial matters, implement anti-fraud and anti-corruption procedures in close cooperation with the HoO and the Head of International Financial and Administration Department
- Support logistics and procurement procedures
- Coordinate with finance unit in GRC NHQ
- Represent GRC and liaise with partners and donors with regards to financial planning and reporting on financial matters if required
- Network with IFRC, ICRC and PNSs on financial matters whenever required and appropriate
- Regular monitoring trips to Ethiopia and Somalia
Qualifications, Skills and Experience:
- The ideal candidate should have academic training in economics and financial management
- Proven experience in bookkeeping and accounting of international humanitarian / development organizations (minimum of 3 years work experience)
- Proven experience in financial reporting and administration (minimum of 5 years work experience)
- Experience in logistics and procurement
- Working knowledge of donor requirements (Federal Foreign Office, BMZ, European Union ECHO)
- Excellent skills in MS office and common accounting software
- Work experience within the Red Cross/Red Crescent Movement is a strong asset
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
- Readiness to work in remote areas and frequent travels
- Ability to work independently and as a team member
- Oral and written fluency in English; German would be an asset
- Ability to work effectively in multi-cultural environments
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’
- Valid driving licence.
