Mercy Corps is taking a community-led, market driven approach to address poverty and food insecurity needs through interventions that get to the root causes and contributing factors of economic vulnerability.

 

Job Summary:  The Gender and Youth Officer works as part of a five-member component team comprising of four G&Y officers and an Advisor.  The G&Y Officer reports to the Gender and Youth Advisor. S/he supports the implementation of a five-year cross sectoral gender and youth integration strategy aimed at ensuring that the program activities result in equitable outcomes for male and female participants of different age groups, socio-economic background and abilities across target communities.  S/he will work closely with the district implementation team to ensure that gender equity and youth empowerment principles are incorporated into all activities. S/he will support MEL team to include gender and youth perspectives in routine data collection, analysis and assessments that mainstreams Mercy Corps sex and age data disaggregation (SADD) principles.  Additionally, leads the district implementation team in integrating youth-focused activities for the achievement of Apolou’s “Youth in an evolving landscape” learning theme.

 

Key Duties and Responsibilities:

Program

  • G&Y Officer is responsible for gender mainstreaming and proactive technical support to the District Implementation Team (Program Officers & Program Assistants)
  • Ensure gender and youth integration in the day-to-day activities
  • Maintain close communication about gender activities with teams during regular planning and coordination sessions
  • Work with the District Implementation Team to support sectorally–focused gender and youth mainstreaming trainings (initial and refreshers) for all team members and partner staff.
  • Support the Gender and Youth Advisor with the planning and implementation of Apolou’s gender integration strategy and suggest ways to improve on the same.
  • Collaborate with all Apolou structures, government structures and relevant stakeholders to provide a comprehensive response to sexual and gender based violence (SGBV) within the project’s area of coverage
  • Promote GESI principles by identifying the need for and leading the implementation of activities designed to promote greater access, inclusion and empowerment for traditionally excluded groups (Karimojong traders, adult women, young males, adolescent girls, the elderly and people living with disabilities) across Apolou’s Purpose areas
  • Help translate and adopt all gender and youth related communication materials to the local language and context to increase effectiveness.
  • Assist teams to identify and address barriers to recruiting and retaining female staff and to maintaining a gender –friendly work environment.

Monitoring and Evaluation:

  • Work the with Implementation Team (Project Officers & Assistants) and MEL Assistants/Officers to ensure that Apolou meets Mercy Corps gender minimum standards, and that SADD and gender sensitive data is regularly analysed and used to inform program decisions
  • Support District MEL team to ensure that team members apply a gender analysis and youth perspective in the collection, analysis, and use of data.
  • Conduct regular field visits to ensure that program activities are gender sensitive, youth focussed and in line with the strategy

External Representation and Coordination:

  • Maintains a productive working relationship with the local governments and sub counties and in particular with district CDO’s and Youth representatives in relevant districts to ensure strong collaboration and development, complementary joint monitoring, evaluation and adaptive management structures where possible.
  • Work closely with other gender and youth actors in the district for leverage and better outcomes

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s degree in Sociology, Anthropology, Public Health, Agribusiness or in a related field
  • At least three years of related professional experience in adolescent girls programming, youth, women empowerment, or livelihoods.
  • Demonstrated skills in data collection, verification and documentation
  • Proven skills in networking, team-building, community consultations and organizational development;
  • Excellent reporting, communication and representation skills
  • Willingness to consider new perspectives, promote gender equality and engage in gender training
  • Ability to ride a motorcycle and he/she should be in a possession of a valid riding license
  • Proven knowledge and capacity in using computer basic applications MS word, Excel and internet
  • In-depth knowledge of the social, cultural and economic context of Karamoja a plus
  • Fluency in local languages prevalent within the operational district where assigned (highly desired
  • Experience of the geographical location of the job is a requirement.

 

Success Factors

  • The ability to communicate effectively, respectfully and enthusiastically with community structures will be one of the position’s three success factors. The second will be the degree to which the Program Officer drives results, producing scheduled outputs at deadline and to expected quality. The third success factor will be the degree to which the officer effectively gathers activity monitoring and evaluation data and utilizes data to inform activity implementation and program learning.
