About US:
The Regional Service Centre in Entebbe, Uganda (RSCE) was established in July 2010, following the adoption of General Assembly resolution 64/269. The Centre provides efficient, client-oriented and scalable services with the goal of moving transactional, non-location dependent administrative functions to the Centre from its client entities. This includes transactional elements of human resources, finance, multimodal movement and control, personnel and cargo transport and information and communications technology (ICT) support.
Key Duties and Responsibilities: Within delegated authority, the Administrative Officer will be responsible for the following duties:
- Ensure the provision of all RSCE related administrative support services are implemented/delivered in an efficient and timely manner.
- Act as RSCE focal point for common financial, administrative, and logistical functions.
- Provide timely coordination and logistical support in relation to RSCE client missions, coordinating the support to Governance structure meetings.
- Provide analytical inputs to results-based management, and reporting.
- Assist and coordinate within the Unit the conceptualization and development of work plans, Human resources and procurement plans, as well as logistical support. Human Resources Management
- Undertake actions related to the administration of the Director RSCE front office human resource activities, e.g., recruitment, performance appraisal, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
- Provide information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
- Provide information on the front office staffing needs for inclusion in the budget proposal.
Budget and Finance
- Assist in developing the front office work program and budget; analyze inputs and formulate resource allocations by work program, or business processes.
- Monitor budget/work program on a regular basis and reallocate resources as necessary.
- Support the implementation of procedures and systems for implementing the appropriate financial database.
- Contribute to the development of budgetary guidelines for the front office.
Other duties
- Lead and manages the Director RSCE front office including supervising and managing the performance of the administrative support staff.
- Perform other related administrative duties, as required (e.g., operational travel program, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software, and systems).
Qualifications, Skills and Experience:
- The applicant for the United Nations Regional Service Centre Entebbe (RSCE) Administrative Officer job should hold an advanced university degree (master’s degree or equivalent) in business or public administration, finance, human resources management, social sciences, education or in a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least five (5) years of progressively responsible experience in finance, administration, budget, business administration, human resources management, or related area at the national, and at the international level with experience in coordinating front office of a senior staff is required.
- Experience with human resources systems, processes and management in an international setting is desirable.
- Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs) – or similar international organization or non-governmental organization – in a conflict or post-conflict setting is desirable.
- Experience in leading or coordinating projects/programmes in an international setting is desirable.
- Languages: fluency in English is required. Knowledge of French is desirable.
