Job Summary:  The Monitoring and Evaluation (M&E) coordinator will be a dynamic team player with hands on practical skills in building staff competencies in M&E; ensure that project design in proposals is logically sound, beneficiary-informed and contextually appropriate, and includes a Theory of Change and SMART logical framework. He/she will be responsible for ensuring that detailed and feasible project monitoring plans are developed; indicator matrices developed and applied; advises on ethical and safe collection and storage of data; conducts data quality audits, stores, protects and shares and updates project documents. He/She will determine which monitoring activities will take place and which data collection methods will be used to ensure their adequacy and appropriateness; work with project and support staff to develop, translate, pilot and finalize data collection tools as needed; assist the M&E specialist in conducting regular analysis and action planning meetings to (1) compare data against project milestones, targets, and quality expectations across project sites; (2) identify issues requiring further attention; (3) define action needed and assign responsibility and deadlines; work with project and support staff to share reports written during project implementation with donors and other stakeholders and upload them to project files; lead design and planning of beneficiary selection criteria in collaboration with technical staff; ensure that the minimum standards of humanitarian relief are maintained in accordance with the acceptable emergency and humanitarian protocols. He/She will work closely with the M&E specialist responsible in leading the Monitoring and evaluation processes in the eight districts of West Nile and Northern Uganda namely; Moyo, Adjumani, Arua, Agago, Amuru, Aleptong, Pader, Kitgum and Lamwo.

Qualifications, Skills and Experience: 

  • The applicant for the CARE International Monitoring and Evaluation (M&E) coordinator job placement should preferably hold a Master’s degree in Statistics, Demography, Project planning and management, Social work and Social development, or relevant Post graduate qualification.
  • Advanced knowledge and at least five years of prove practical experience technically supporting gender transformative approaches.
  • Managerial Experience and skills in effectively supervising technical specialists and managing performance for success in technical support teams with a focus on gender transformative approaches.
  • Five years of hands on professional experience in community development work (including working with institutions, understanding their culture, breaking taboos in conversations, ability to discuss sensitive topics such as masculinity and sexuality in a sensitive but direct way) with experience implementing gender transformative programs a must.
  • Previous experience working with large, cross cultural teams with multiple deliverables is desirable.
