Job Summary:  The Monitoring & Evaluation Officer will provide M&E technical support to all program teams and capacity building support to project staff, CSO and local government partners. The M&E Officer will support the development and implementation of data collection systems, ensure data quality and accurate reporting in a timely manner. The M&E Officer will also support the team to use data to build evidence for improved programming and advocacy with government, CSO and private sector partners.

Key Duties and Responsibilities: 

Programme Development and Implementation

  • Support routine M&E of project activities & keeps track of all the monitoring and evaluation schedules and work with the project’s technical staff, district personnel and other stake holders to design and implement M&E procedures and ensure timely collection and collation of the project’s data.
  • Establish processes and protocols for overseeing data collection, verification, and quality assurance
  • Participate in developing weekly, monthly, quarterly and annual work plans and maintaining high standards of stewardship and accountability for all activity resources
  • Provide supervision to staff and partners to ensure proper implementation of planned activities/interventions
  • Take lead in identifying training needs for staff, partners, and community resource persons in maintaining records, documenting and reporting
  • Develop process, plans and approaches for providing TA; ongoing Coaching, Mentoring and Support Supervision to field M & E team and CSOs
  • Mentor and support staff, partners and community resource persons on effective documentation of project activities and report writing.
  • Support project staff and partners in compilation of monthly and quarterly progress reports
  • Ensure quality and timely reporting to project management and Donors
  • Maintaining an up-to-date data base for all beneficiaries, households and ensure all relevant data collection documents are administered appropriately.
  • Analyze data, review monthly and quarterly reports for onward submission to the M&E Specialist and MEL Director.
  • Provide updates from monitoring and data analysis to the program staff and management as required.

Training and development

  • Take lead in identifying training needs for M&E Assistants and other programmatic staff at the district and CSO level
  • Coordinate trainings with Consortium partners in M&E related aspects.
  • Conduct post training evaluations, coaching and mentorship sessions with M&E Assistants and other district/CSO staff
  • Provide mentorship, coaching and support supervision to M&E Assistants and Technical Officers in M&E related aspects.

Qualifications, Skills and Experience: 

  • Bachelor’s degree in statistics, demographics, public policy, international development, Social Sciences, economics, or related field. Master’s degree or Bachelor plus an advanced training in M&E, statistics, or economics preferred.
  • Three years of professional experience in an M&E positions responsible for implementing M&E activities of international development projects.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys, developing data collection tool, and data quality assessments and oversight.
  • Experience in capacity building for Monitoring and Evaluation
  • Ability to facilitate and serve as a project liaison for evaluations and external data quality assessments.
  • Familiar with Monitoring and Evaluation requirements and reporting systems for USAID-funded projects.
  • Good working knowledge of major databases and at least 2 analytical programs including MS access, MS excel, STATA, SPSS and Epi Data, and GIS
  • Strong organizational and interpersonal skills;
  • Fluent in oral and written English and excellent writing skills
  • Ability to work in a challenging environment, under high pressure and tight deadlines
