About US:

Uganda Debt Network is a national policy advocacy organization that promotes and advocates for poor and marginalized people to participate in influencing poverty-focused policies, demand for their rights and monitor service delivery to ensure prudent, accountable and transparent resource generation and utilization. With support from the Democratic Governance Facility, UDN is implementing the, “Strengthening Citizens’ Organisations Participation & Engagement (SCOPE), May 2018- April 2021.” UDN now desires to recruit a Research Fellow (RF-Health) focused on the Health sector in Uganda. The RF-Health is a project specific job which will spearhead relevant policy action research, development of high-quality policy advocacy products and advocacy initiatives in the overall framework of the UDN Strategic Advocacy Program and Plan (SAPP) 2017-2021.

Job Summary:   The Research Fellow – Roads Sector will spearhead relevant Road Sector policy action research in Uganda Debt Network and to ensure that the organization has consistent analytical policy positions, high-quality engagement with the policy-makers including Parliament, Ministry of Finance, Cabinet, Health institutions, National Medical Stores), Development Partners (including World Bank, Embassies, faith-based institutions) and sub-national Governments as well as high-quality engagement with the policy-makers.

Key Duties and Responsibilities: 

  • Provides sector strategic leadership; identifying trends and issues that enable UDN to meaningfully influence debt policy, general budget and Road Sector budget performance,
  • Initiates and develops sound Research processes and relevant policy analysis thorough understanding of the collective knowledge of policy-making in Government operational context in general, Development Aid and Road Sector in particular.
  • Supports the development of policy research tools, management, programming, budgets and advocacy strategies in line with the UDN Strategic Advocacy Programme & Plan (SAPP) 2017-2021.
  • Contributes to policy researches and program reviews with regard to Development Aid and CSOs advocacy in the Road Sector to cover among others: Ministerial Policy Statements, Sectoral Financing Modalities including the Global Financing Facility-GFF, Policy Implementation/Regulation focused on UNRA country strategy, District, Urban, Community Access Roads- DUCAR and others
  • Contributes effectively to reviews of Sector Performance Outputs and Outcomes with major focus on the debt-funded projects in the Road Sector in Uganda.
  • Networks and coordinates partnerships with Non-State Actors at the sub-national and national levels including faith-based medical bureaus- Islam, Protestant, Anglican, Catholic, CSOs and private sector, to effectively influence relevant development processes of Government and Development Partners.
  • Builds the capacity of UDN constituents at the various levels of UDN work.
  • Mobilizes and provides technical backstopping of District CSOs and communities (especially the youths, marginalized men and women) living adjacent to Government protected areas, plus rural and peri-urban communities in respect to their needs in Roads and development in Uganda.
  • Plans and monitors activity budgets to optimize cost-effectiveness and accountability standards.
  • Represents UDN in relevant Sector Working Groups, at Inspectorate of Government, Auditor General, DEI/ Inter- Agency Forum, sector reviews, EU Day, events and other relevant policy forums.
  • Works in collaboration with other UDN staff to contribute to the design, implementation and accountability of UDN programs, including delivery of the desired UDN products.
  • Ensures UDN’s effective participation, influence and visibility across the relevant Ministries, Departments, Agencies and Local Governments (MDALGs); and other relevant UDN stakeholders at the regional, continental and global levels.
  • Documents contribution of sectoral policy outputs and outcomes of UDN policy advocacy at the sub-national, national, regional (east and horn of Africa), continental and global levels.
  • Carries out any other duties as may be assigned from time to time by the Programme Manager

Qualifications, Skills and Experience: 

  • The ideal candidate should preferably hold a Bachelor’s degree in Development/ Transport/ Quantitative/ Infrastructural Economics, Statistics, Public policy management, Development Studies or any other relevant qualification from a reputable University. A relevant Master’s degree and post-Graduate qualification will be an added advantage.
  • Three years of professional experience in Government and/ or NGO sector.
  • Demonstrable experience in public sector policy analysis or advocacy.
  • Technical competence in leading country- comparative policy research, analytical high-quality UDN informational and advocacy products.
  • Conceptual understanding of the current Development Aid discourse and development policy frameworks at the global, African, regional (east and horn of Africa) and national levels.
  • Knowledge and interest in working with District CSOs and communities.
  • Demonstrable experience in policy research, analytical writing and skills.
  • Conceptual appreciation and understanding of Government operational context and policy development in general and Roads sector in particular.
  • Knowledge of Roads sector, public sector debt and development analysis and advocacy.
  • Leadership and project management skills, team-player and inter-personal skills.
  • Quick analytical thinker who understands contextual developments and refers to the (potential) implications for UDN and its membership;
  • Well-developed communication, presentation, advocacy, and representational skills appropriate for different audiences, including the ability to influence people;
  • Demonstrated understanding of research in Roads sector, cluster coordination and best practice in the NGO sector.
