Job Summary: The Senior Project Officer – Gender and Protection Mainstreaming is required lead the development and implementation of strategies to address gender and protection issues throughout the Homes and Communities platform development and other related CRS programs.

Key Duties and Responsibilities: Under the supervision of the Homes and Communities Program Manager, the Senior Project Officer – Gender and Protection Mainstreaming will:

  • Provide training to CRS and partner staff on gender integration and analysis, including coaching and accompaniment, where appropriate;
  • Provide protection mainstreaming training to CRS staff and partners, including coaching and accompaniment, where appropriate;
  • Train daily workers, vendors, and other key stakeholders on CRS Code of Conduct
  • Carry out capacity building of outreach workers and peer educators for safe and responsible response to SGBV disclosures and first level SGBV screening, aligned with international standards;
  • Ensure gender integration throughout CRS and partner program interventions in line with CRS’ Global Gender strategy as well as the IASC Gender for Humanitarian Action and SGBV integration into Humanitarian Action Handbooks;
  • Strengthen CRS and partners’ use of GBV referral systems to make safe, ethical referrals when needed;
  • Mainstream protection in line with CRS’s Protection Mainstreaming Framework;
  • Leading the implementation of the Community Conversation approach, in collaboration with the Community Engagement Manager, providing technical leadership and facilitation of the training of the trainers at the community level.
  • Support the development of beneficiary feedback mechanisms accessible to all members of the community, drawing on the successes and lessons learnt from existing structures
  • Engage key community stakeholders including protection committees, youth, women, men and host communities in gender and protection awareness events, meetings, and trainings
  • Develop sensitization messages on key program activities linked to the reporting of abuse, and ensure a clear understanding of protocols and responsibilities of beneficiary families/key stakeholders
  • Support CRS and partner program staff to identify vulnerable beneficiaries including the elderly, disabled and child headed households
  • Advise CRS and partner management about relevant gender, protection, and accountability issues to improve project implementation and future project developments
  • Elaborate, compile and maintain database of referrals;
  • Elaborate, compile and maintain key protection and gender resources library and act as focal point for gender and protection knowledge management;
  • With support from Gender and Protection Mainstreaming Technical Advisors, develop gender and protection learning agenda for the Homes and Communities platform, linked to the broader CRS emergency response;
  • Coordinate and network with other actors in the protection sector;
  • Enhance networking and collaboration with local partners (government and humanitarian actors) through participation in inter-agency protection /child protection working groups at settlement and zonal levels;
  • Undertake additional gender analysis and assessment as needed to reinforce CRS’s understanding of men, women, boys’ and girls’ different needs and gender dynamics within HHs and settlements to inform and influence programming and accountability approaches;
  • Formulate recommendations to improve gender integration and protection mainstreaming, including the inclusion of specific protection and gender indicators;
  • Identify and record best practices, lessons learned and success stories in protection mainstreaming and gender integration;
  • Support Sex, Age and Diversity (SAD)-disaggregated collection and analysis of program data.
  • Capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making.
  • Support the development of learning and an evaluation of the Community Conversations approach to share for replication/scale

Qualifications, Skills and Experience:

  • The ideal applicant for the Catholic Relief Services (CRS) Senior Project Officer – Gender and Protection Mainstreaming job must hold a Master’s degree or at least a first degree in Social Work, Public Health, or similar field.
  • A minimum of three years of experience in a Gender, Protection or Community Mobilizer role, preferably with an international NGO.
  • Strong understanding of safeguarding and Prevention of Sexual Exploitation and Abuse (PSEA) principles and good practices
  • Demonstrated skills in training and capacity building through technical assistance and mentoring.
  • Good knowledge and experience of working with local partners.
  • Good interpersonal skills including ability to work cross-culturally with multiple stakeholders successfully.
  • Demonstrated commitment to and application of gender responsive programming
  • Fluent English language (speaking and writing). Knowledge of the local languages spoken by South Sudanese and host communities living on or near Bidibidi settlement
