About United Nations Regional Service Centre Entebbe (RSCE):
The RSCE in Entebbe, established in July 2010, provides efficient, client-oriented, and scalable administrative services. It handles transactional elements in human resources, finance, cargo transport, and ICT support.
Job Summary:
The Finance Officer will oversee various service lines within allowances and payments, ensuring compliance with regulations and effective financial management.
Key Responsibilities:
- Manage key performance indicators (KPIs) for RSCE projects/programs.
- Handle treasury operations, liaise with UN Treasury, and oversee payments processing.
- Supervise disbursement processes, manage cash flow, and provide financial interpretations.
- Serve as a Certifying or Approving Officer, ensuring compliance with financial regulations.
- Oversee documentation for invoices and payment requests.
- Manage staff entitlements, including claims and allowances.
- Participate in budget development, performance reports preparation, and legislative inputs.
- Provide administrative support, supervise staff, and perform other assigned duties.
Qualifications, Skills, and Experience:
- Advanced university degree in business administration, finance, or related field.
- Minimum of five years of progressive experience in finance, administration, budget, or related areas.
- Experience in financial management or accounting in an international setting is desirable.
- Familiarity with UN common system or similar international organizations is beneficial.
- Proficiency in ERP systems (e.g., SAP, PeopleSoft) and experience in shared service centers are advantageous.
- Fluency in English, both oral and written; knowledge of French is desirable.
