About RSCE:
The RSCE in Entebbe, Uganda, established following General Assembly resolution 64/269, provides client-oriented, efficient, and scalable administrative services. These services include human resources, finance, multimodal movement and control, personnel and cargo transport, and ICT support.

Job Summary:
The Procurement Officer will be a senior procurement and contracting expert responsible for complex global procurement activities. This role involves providing technical advice, analyzing procurement requests, developing contracts, and overseeing tender processes.

Key Responsibilities:

  • Serve as an expert in procurement and contracting for a wide range of supplies and services.
  • Provide technical advice during all procurement phases.
  • Analyze procurement requests and ensure technical specifications are appropriate.
  • Develop and prepare complex contracts for advanced commodities or services.
  • Conduct international tender invitations and evaluate responses.
  • Develop procurement strategies and standards.
  • Maintain production patterns and evaluate manufacturers’ capacities.
  • Negotiate contracts and handle all phases of negotiations.
  • Possibly undertake consultancy missions in the field.
  • Provide guidance to junior staff.

Qualifications, Skills, and Experience:

  • Advanced university degree in business administration, public administration, commerce, engineering, law, or related field. A first-level university degree with additional experience is also acceptable.
  • Professional certification in supply chain management (CIPS Level 4 or equivalent) required.
  • Minimum of seven years of experience in procurement, contract management, or related areas.
  • Experience in international tender exercises, public sector procurement, and SAP use is desirable.
  • Experience in procurement for international field operations is advantageous.
  • Fluency in English; knowledge of French is a plus.
  • Competencies in professionalism, teamwork, accountability, and client orientation.
