Job Summary:  The Programme Policy Officer (Project Management) will provide engineering and construction supervision expertise and contribute to the efficient delivery of quality outputs.

 

Key Duties and Responsibilities: Under the general supervision of the WFP Uganda Country Office Engineers and overall supervision of the Head of Finance and Support Services, and within delegated authority, the duties required of the Project Manager are provision of construction supervision services and technical support  and will include but not be limited the following activities:

  • Coordinate the overall delivery of the project and provide engineering and project management services, apply best practices, standards and innovative technologies that comply with WFP standards and processes.
  • Oversee/ supervise site construction activities on a regular basis.
  • Participate in decision making and overall project co-ordination during the construction phase
  • Prepare evidenced based recommendations for review by WFP Engineers and Senior Management regarding measures to improve project progress, suitability to operational purpose, safety, and efficiency of the accommodation facility.
  • Collate data and contribute to preparation of accurate and timely reporting on outputs and/or construction milestones to facilitate informed decision-making and consistency of information presented to the stakeholders.
  • Coordinate the acquisition of permits and licenses from appropriate authorities.
  • Participate in technical or design review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies, to facilitate implementation of innovative engineering solutions of the project.
  • Establish and maintain professional partnerships with internal and external stakeholders to effectively meet WFP’s expectations.
  • Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of the project risks.
  • To issue instructions to the Contractor(s) regarding the progress of works.
  • Develop and operationalize a site quality management system.
  • Responsible for quantity estimation, cost estimation and review and checking of measurements.
  • Prepare interim certificates for complete works for payment as per set project milestones.
  • Review Contractor’s status of mobilization.
  • Technical support to the development of similar projects as may be required.
  • Others as required.

 

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations World Food Programme (WFP) Programme Policy Officer (Project Management) job placement should hold a University degree in Civil Engineering/Architecture or a related field.
  • Professional accreditation by an appropriate national or international regulatory authority for Engineers/Architects.
  • At least five (5) years of progressive responsible professional experience in the overall management of engineering construction projects and activities.
  • Experience in general engineering construction supervision.
  • Proficiency in the use of Microsoft Word, Excel, Project, AutoCAD and ArchiCAD.
  • Strong working knowledge of both standard construction practice of the country and international best practice methodologies.
  • Good knowledge of building codes, construction regulations and contract law.
  • Ability to read drawings and follow a schedule to ensure work is being carried out in accordance with the contract.
  • Fluency in both oral and written English.

 

Desired

  • Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned.
  • Has attained advanced academic qualifications relevant to engineering.
  • Has contributed to projects demonstrating knowledge of engineering specialisations in relation to fire safety, seismic blast or environmental requirements.
