The National Environment Management Authority (NEMA) was established under the National Environment Act Cap. 153 to promote and ensure sound environmental management practices for sustainable development in Uganda.

About UNDP Project:

National Environment Management Authority (NEMA) on behalf of Government of Uganda is implementing a 4-year Global Environment Facility / United Nations Development Programme (GEF/UNDP) supported Project on “Strengthening Institutional Capacity for Effective Implementation of Rio Conventions in Uganda”. The objective of the project is to strengthen institutional capacity for effective implementation and monitoring of Rio Conventions in Uganda. The project builds on the National Capacity needs Self-Assessment (NCSA) process for implementation of Multilateral Environmental Agreements (MEAs) in Uganda. During project implementation, NEMA will closely collaborate with Rio Conventions focal points and GEF Operational Focal Point to ensure proper coordination with other initiatives.

Job Summary: The Project Assistant (Finance and Administration) will be responsible for day to day management of the financial and administrative aspects of the project.

Key Duties and Responsibilities:  

  • Work closely with the Project Manager to provide technical support implementation of project activities at central and site level
  • Tasked with the day-to-day management of financial operations of the project in accordance with established rules, regulations and relevant manuals
  • Manage and monitor project budget, maintaining all relevant records;
  • The jobholder will also process payment requests to suppliers/vendors, advances to the responsible partners
  • Maintain project’s disbursement ledger and journal;
  • Prepare and submit accurate financial reports, including monthly and quarterly disbursement reports and financial reports;
  • Present information on the status of financial resources as required;
  • Offer full support to project evaluation, reviews and audit missions;
  • Actively contribute to the preparation and implementation of progress reports
  • Maintain project correspondences and lines of communication in accordance with established procedures
  • Support the preparation of work plans
  • Provide logistical organization for field visits, workshops and meetings
  • Maintain a proper filing system and office administration

Qualifications, Skills and Experience:

  • The ideal candidate for the NEMA Project Assistant (Finance and Administration) job placement should hold a Bachelor’s degree in finance, commerce or business administration;
  • Possession of post graduate training in Finance and Accounting is an advantage; Finance and/or Accounting Certifications like CPA, ACCA is an advantage.
  • A minimum of three years’ experience in project/programmemanagement
  • At least three years of relevant experience in finance and administration
  • Working experience with the Government of Uganda-donor supported projects
  • Broad knowledge and understanding of accounting processes and procedures, and Financial Reporting;
  • Ability to handle a large volume of work under time constraints;
  • Ability to anticipate client needs and address them promptly;
  • Proficient in software applications (Excel, Ms Word among others )
  • Ability to communicate effectively to different stakeholders and organizations
  • Demonstrates / Safeguards Ethics and Integrity and Acts as a team player and facilitates team work
  • Broad knowledge and understanding of GEF and UNDP finance and administrative procedures will be an added advantage
