About US:

GOAL International is an international non-profit organization that was founded in 1977 and works to promote the realization of the fundamental rights of the poor, the vulnerable, and those affected by humanitarian crisis. GOAL currently works in 16 countries, with our head office in Dublin, Ireland.

About GOAL Uganda Programme:

First operational in Uganda in the late 70’s, the current country programme focuses on two of GOAL’s three strategic sectors, namely: Health (including WASH and Health Accountability programming); and a market based approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams HIV, gender, child protection and the resilience strategies across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission. GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Bugiri, Abim, Kaabong, Lira and Agago Districts. We are funded by a number of donors who include DfID, Charity: water, Irish Aid, Master Card Foundation, GOAL and a number of small foundations.

Job Summary: The WASH Software Officer shall be responsible for carrying out all demand responsive approach activities, project reporting and monitoring.  The WASH Officer will ensure that all interventions are carried out in a manner that corresponds to the standards and guidelines of the Government of Uganda for WASH as well as donor guidelines.

Key Duties and Responsibilities: 

Project Implementation

  • Develop, review and revise project workplans, budgets and procurement plans as requested by the line manager
  • Undertake roll out of CLTS activities in targeted project areas so as to ensure that communities attain open defecation free status (ODF) status
  • Develop sanitation and hygiene promotion sessions and I.E.C materials as well as materials to promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services
  • Co-ordinate and conduct training of water user committees in targeted project areas on proper operation and maintenance of water points
  • Coordinate with water technical officers to ensure that the various aspects of the WASH Programme are integrated
  • Undertake roll out of pilot projects as and when they are proposed and approved
  • Any other duties as requested by the WASH Manager or the Deputy Programme Director (DPD).

Project monitoring and learning

  • Prepare weekly planning and updates to share within WASH Manager
  • Follow up, spot check on-going activities for quality control; prepare periodical reports, update indicators, achievements, activities and results according to the project log frame
  • Work with key development partners to scale up WASH activities through point monitoring of field activities with stake holders
  • Record and respond to feed backs from communities using approved processes
  • Participate in active Programme learning, contributing to learning logs and documents on a regular basis in support of adaptive management

Coordination and networking

  • Organize coordination meetings with the district stakeholders regarding WASH related activities.
  • Networking and representation with other agencies and government on WASH related activities.
  • Facilitating linkages between communities and other partners that support progress of WASH Programing.

Compliance

  • Adhere to GOAL policies, practices and procedures as explained by WASH Manager and DPD
  • Promotion of organizational safeguards (mainstreaming) and inclusion

Qualifications, Skills and Experience:  

  • The GOAL International WASH Software Officer job placement should hold a University degree in public health, Environmental Health, Social Sciences, Development Studies, or related discipline. Experience may substitute for qualifications, but not the other way round .
  • At least two years of field experience with a strong focus on sanitation and hygiene promotion approaches like CLTS, sanitation marketing, operation and maintenance of water points.
  • Soft Skills in coordination and networking with stakeholders including district and local government, WASH sector actors, NGO partners and community leaders
  • Having good knowledge and experience of issues related to behavior change in WASH
  • Demonstrated monitoring and evaluation skills
  • Ability to work under pressure and in complex project
  • Excellent (English) verbal and written communication skills
  • Strong computer literacy with a full knowledge of office applications
  • Ability to write clear and well-argued project reports
  • Fluency in Kiswahili, Lusamya, Lusoga is an added advantage
  • Possession of a Valid riding permit (Class A) and ability to ride a motor cycle
