Context

  • Tdh has been present since 2011 in Dadaab refugee camps, near the Somali border, providing comprehensive prevention and response services to children, adolescents and their families, and continues to expand tailor made individual and family case management services to identified children with protection needs.
  • Dadaab refugee camp (comprises Hagadera, Ifo and Dagahaley camps) is the third largest refugee complex in the world.
  • Somali refugees constitute 96.30% of the population while other groups from South Sudan, Yemen, DRC, Sudan, Ethiopia, Rwanda, Burundi, Congo, Eritrea, Uganda and Tanzania.
  • Despite camp consolidation and encouraging voluntary repatriation in the past two years, Dadaab continues to host a high number of refugees, the majority of which are Somali.
  • The need of protection and care for refugee children in the three camps remains critical. Children’s exposure to violence, exploitation and abuse has been exacerbated by an increased presence of undocumented asylum-seekers, including new arrivals and those who came back after repatriation.
  • Multiple protection concerns still remain as a result of limited availability of services in the camps due to the reduction of humanitarian investment in the area.
  • Tdh is currently implementing four grants in Dadaab refugee camp to address child protection concerns from most vulnerable children and families. Tdh is seeking to develop a two-year proposal for one of Tdh’s major donors

    Major Duties and Responsibilities

    The consultant will be responsible for:

  • The revision and analysis of all contextual information related to Dadaab refugee operation, secondary sources of information related to child protection environment, preparation of remote consultations with stakeholders and Tdh staff based in Dadaab;
    ensuring that the proposed intervention is complying with donor’s requirements and in line with donor guidelines and priorities;
    drafting the full proposal including the required annexes;
  • Ensuring all products are delivered on time following quality standards
  • Ensuring her/his on safety respecting and implementing all COVID 19 risk reduction measures.
  • The consultant must sign the Terre des hommes Child Safeguarding Policy and Code of Conduct and be willing to adhere to its principles and expected practices.
  • If a breach of the policy or code of conduct takes place, the consultancy will be terminated immediately without any financial burden on Tdh.
  • Deliverables: Full proposal fully compliant with donor’s format according to an agreed schedule including annexes.
  • Chronogram: The consultancy will last 15 working days. The starting date will depend on completion of all administrative arrangements.
  • The consultant will combine remote consultations with Dadaab teams and stakeholders, working sessions in Nairobi office and home-based work. If retractions on access to Dadaab are lifted before the starting date of the consultancy, a visit to Dadaab might be organized.
  • Budget: The consultant is required to mention in its application a daily rate in USD, based on a total amount of 15 working days required to carry out the consultancy.
  • All other costs related to the consultancy (travel

    for in country visit, accommodation, other logistical support) will be covered by Tdh.

    The payment will be issued in two parts:

  • 40% upon submission of first deliverable (Needs Assessment Protocol).
  • 60% upon acceptance of the final report.
    Profile

    Professional Competencies

  • Advanced degree in the field of law, sociology, development or equivalent with strong research and analysis component.
  • Proven experience in conducting situational analysis to feed into strategic and operational planning, particularly in the field strengthening child protection systems and implementation of durable solutions.
  • Previous experience working in the design, implementation or management of child protection operations with governmental or community structures.
  • Robust experience with international donors, particularly US agencies.
  • Excellent writing and communication skills.
  • Demonstrated ability to synthesize and critically analyze a wide range of material from primary and secondary data sources and to present information in a concise yet thorough form.
  • Excellent command of English.
  • Knowledge of child protection in refugee contexts and durable solutions projects and networks in Kenya is an asset.

  • The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.
  • Tdh intervenes without any affiliation for politics, religion or financial profit.
  • He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

    How to Apply

  • The consultancy opportunity will be published until the 3rd of January 2021 and candidates will be interviewed on the 7th and the 8th of January.
  • It is expected that a consultancy agreement will be signed before the 15th of January in order to start as soon as possible.
  • Interested consultant individuals or organization should submit a technical offer including detailed methodology, chronogram, and required budget.
  • The CV of the consultant as well as evidence of previous related works should also be included.
