The MSP activity, implemented by SoCha LLC, seeks a short-term Senior Program Advisor (consultant) to support the Mission to develop a guide for the structures and operational expectations needed for successful project management and implementation.
The consultant will be contracted by SoCha and will report directly to the MSP Strategy and Programs Advisor.
The consultant will review background documents, consult with Mission stakeholders, draft a project management guide, and advise six project management teams to initiate effective project management practices.
Roles and Responsibilities
The consultant will support MSP and USAID/KEA in the following tasks:
Review and identify strengths and weaknesses of each of the six projects design document project management sections, also giving attention to their monitoring evaluation, and learning, communications, and knowledge management requirements;
Review Agency project management guidance from ADS 201, Learning Lab, or other Bureau for Policy, Planning, and Learning resources;
Review USAID/KEA CDCS and supporting documentation, including past CDCS Management Guidance on integration;
Consult with technical and support offices, as needed, to investigate current Mission systems and processes related to project and activity management, including structures and communication required;
Draft a standard USAID/KEA project management guide with optional recommendations, building on proposals in current PDDs, and incorporate considerations for PMP alignment;
Finalize proposed project management guide based on Mission feedback and suggest integration into key mission documentation, example mission order(s) and PDDs, and
Meet with six project management teams to initiate project management according to the guide, providing advice on forming a team charter, roles and responsibilities, and how to transition from design to management.
Qualifications
Master’s degree or doctoral degree in a relevant discipline from a recognized university or at least 15 years of experience in the field.
10 years or more experience working directly with USAID, preferably in a program office, in project design, or in an overarching program coordination or management role.
Comprehensive understanding of USAID Automated Directives System Chapter 201 Operational Policy for the Program Cycle.
Strong analytical and writing skills with experience in authoring program and operations guidance, mission orders, or project designs for USAID.
Possess excellent communication and presentation skills with experience in presenting to USAID missions.
Ability to communicate diplomatically and work effectively with a wide range of USAID staff.
