Objectives of the work

The objective of this piece of work is to further develop NRC’s WASH infrastructure and further promote quality WASH programming in NRC EAY Country Offices.

Expected Outcomes

· Inclusion of innovative and best practice approaches related to WASH infrastructure in strategies, theories of change, log-frames and proposals.

· New and strategic WASH infrastructure projects[1] developed which are inclusive of all people, meeting NRC’s standards for reaching vulnerable populations.

· Increased technical capacity of country teams to design and implement quality WASH programmes, sanitation and hygiene.

· Human and financial resources for WASH improved through recruitment and fundraising.

· NRC EAY remain relevant in meeting the needs of displacement affected populations.

Activities

The project will require:

· An assessment to understand opportunities and challenges for NRC to further develop and implement strategic WASH infrastructure projects in EA&Y countries including: Tanzania, Sudan and South Sudan. The assessment will involve travel to these countries if possible. In some countries a baseline study comprising technical, financial and institutional review of the water and sanitation sector could be undertaken, context and need depending.

· A technical capacity assessment to understand strengths, gaps and needs in NRC WASH staff to identify and develop workshop training and guidance needs.

· In country offices where funding is available for identified projects the consultant will work with COs to create formative research (needs assessment, market assessment etc.) and create a project and designs to submit for potential funding based on this.

· An inception report including an overview of the current NRC WASH infrastructure programme and recommendations for WASH infrastructure approaches and direction in these countries, including resource requirements, and recommended programme design. On the basis of the inception report, the consultant will identify specific projects where to support and provide specialist advice. Any hardware and programme designs must incorporate the management and software needs required for the successful operation and sustainability of the system.

· Responding to feedback on the inception report.

· Support country offices with recruitment of WASH personnel, including development of terms of references, written tests and being part of interview panels.

· Identify funding opportunities and develop WASH programme design for multiple countries.

· Increase technical capacity of WASH infrastructure in the region through two remote workshops and technical advice and guidance to WASH teams on approaches through regular engagement.

· Development of guidelines on integrating water resources management into WASH projects.

· Final report detailing the achievement of the consultancy objectives as well as recommendations for innovative WASH infrastructure approaches that either could be adopted or that are implemented by NRC and its partners in the region already and can be replicated elsewhere

Duties of the consultant

The consultant will liaise with and report to the Regional Programme Director at regular and agreed times during the implementation of the project activities and deliverables to help ensure success of the project. The consultant is expected to align the work undertaken with the global WASH strategy. Additionally, the implementation or construction of any WASH systems must follow NRC’s Understanding Land and Water Rights due diligence guidance.

The consultant is required to retain flexibility and respond to the provided feedback.

Deliverables

· An inception report highlighting the main findings of the assessment with recommendations for programme design and resourcing.

· Materials for two remote workshops for awareness raising on WASH infrastructure.

· A final report detailing the achievement of the consultancy.

· Project specific outputs specific outputs that can be replicated including: strategies, designs, drawings, BoQ, budgets, staffing and supervision needs, life cycle costing, ToRs for contracting the builds etc.

Reports should be submitted in Microsoft Word format, in UK English [amend as appropriate*. Graphs or other graphical devices should be editable (i.e. not pictures). All references must be cited according to convention, and detailed in a bibliography, using the Harvard system as set out in the* UNESCO Style Manual accessed via the following link:http://unesdoc.unesco.org/images/0014/001418/141812e.pdf. All verbatim quotations must appear in quotation marks and must not be of excessive length. All data collected under the consultancy must be submitted with the deliverables, in a widely recognised format such as Microsoft Excel. Publications and PowerPoint should be based on the NRC template.

All materials should be freely available for use by NRC and partners. Any plagiarism in any form, or any other breach of intellectual property rights, will automatically disqualify the consultant from receiving any further payments under the contract by NRC, and NRC will seek to recover any payments already made.

In addition, all participants in any study or other interaction will be fully informed about the nature and purpose of the interaction and their requested involvement. Informed consent must be obtained for any photographs, audio or video recordings, etc., in accordance with NRC’s policy on consent.

NRC will own the intellectual property rights to all materials submitted by the consultants under the contract. The consultants must therefore ensure that they have possession of any materials provided to NRC as a part of the deliverable. The rights to reproduce the reports/training will fall to NRC and its contracted agents. NRC will be free to reproduce the materials at will and to grant reproduction and onward training rights.

[1] By WASH infrastructure, NRC refers to infrastructure for water, sanitation hygiene and waste management including personal health, environmental health, solid waste and liquid waste.
