Job Description/Requirements

Objectives of the work

The objective of this piece of work is to further develop NRC’s WASH market based approach and enable NRC EAY Country Offices to incorporate this into their strategies and programmes. It is expected that the MBA focus will look more at market supply led responses (rather than demand led responses that tend to focus on cash and voucher assistance). This in line with the (draft) Global WASH strategy. Such an approach also supports a transition to market solutions from direct service delivery and would “evolve” / build on existing country experience with cash and voucher assistance.

Expected Outcomes

· Inclusion of WASH MBA in strategies, theories of change, logframes and proposals, including transition strategies from direct WASH services delivery through local markets in long term displacement settings. How WASH MBA complements other Core Competencies (LFS and Education in particular) should be included.

· Increased capacity of WASH MBA through workshops and training to address specific capacity needs of staff at regional, country and programme levels.

· Develop an understanding of the level of organizational investment required and costing of MBA approaches (potentially in Kenya, Sudan, Yemen and Somalia).

· Human and financial resources for WASH improved through recruitment and fundraising.

· NRC EAY remain relevant in meeting the needs of displacement affected populations.

Activities

The project will compromise:

· An assessment to understand opportunities, challenges and technical capacities (strengths, gaps and needs) for NRC to adopt WASH MBA in Kenya, Sudan, Yemen, Ethiopia and Somalia.

· An inception report including recommendations for WASH MBA in these countries including: resource requirements (including costing), recommended programme design, key implementation steps and considerations for WASH MBA.

· Responding to feedback on the inception report.

· Support country offices with recruitment of WASH personnel, including development of terms of references, job descriptions, and written tests and being part of interview panels.

· Identify funding opportunities for WASH MBA.

· Develop WASH MBA programme design for multiple countries including a study of opportunities to integrate with complementary core competencies, humanitarian and development programmes to ensure the sustainability of the programmes.

· Increase capacity of WASH MBA in the region through two remote workshops and technical advice and guidance to WASH teams on MBA through regular engagement. This would be based on a capacity development assessment (see point above). This would include a training on intervention modality(ies) and most efficient methods and approaches to work with different market supply actors, service providers and infrastructure.

· Final report detailing the achievement of the consultancy objectives as well as innovative MBA approaches implemented by NRC and its partners in the region that can be replicated elsewhere.

Duties of the consultant

The consultant will liaise with and report to the Regional Programme Director at regular and agreed times during the implementation of the project activities and deliverables to help ensure success of the project. The consultant is expected to align the work undertaken in this ToRs with the global WASH strategy. The consultant is required to retain flexibility and respond to the provided feedback.

Deliverables

· An inception report highlighting the main findings of the assessment with recommendations for programme design and resourcing.

· Country roadmaps and/or workplan to implement WASH MBA.

· Materials for two remote workshops to build capacity in WASH MBA.

· Project specific outputs that can be replicated including: designs, drawings, strategies, WASH MBA ToRs, job descriptions, written tests.

· A final report detailing the achievement of the consultancy.

Reports should be submitted in Microsoft Word format, in UK English [amend as appropriate*. Graphs or other graphical devices should be editable (i.e. not pictures). All references must be cited according to convention, and detailed in a bibliography, using the Harvard system as set out in the* UNESCO Style Manual accessed via the following link:http://unesdoc.unesco.org/images/0014/001418/141812e.pdf. All verbatim quotations must appear in quotation marks and must not be of excessive length. All data collected under the consultancy must be submitted with the deliverables, in a widely recognised format such as Microsoft Excel. Publications and PowerPoint should be based on the NRC template.

All materials should be freely available for use by NRC and partners. Any plagiarism in any form, or any other breach of intellectual property rights, will automatically disqualify the consultant from receiving any further payments under the contract by NRC, and NRC will seek to recover any payments already made.

In addition, all participants in any study or other interaction will be fully informed about the nature and purpose of the interaction and their requested involvement. Informed consent must be obtained for any photographs, audio or video recordings, etc., in accordance with NRC’s policy on consent.

NRC will own the intellectual property rights to all materials submitted by the consultants under the contract. The consultants must therefore ensure that they have possession of any materials provided to NRC as a part of the deliverable. The rights to reproduce the reports/training will fall to NRC and its contracted agents. NRC will be free to reproduce the materials at will and to grant reproduction and onward training rights.
