1. Subject of the Assignment/ consultancy
SIF is looking for a WaSH Consultant to assist in the technical implementation of the WaSH project whose components include inter alia: water trucking, rehabilitation of shallow wells, construction of masonry water tanks, hygiene promotion, and community training of water user committees.
2. The Scope of the Consultancy
The consultancy shall entail reviewing project documents already developed and in use in the planning and implementation of the project and other relevant secondary material; reviewing designs and Bills of Quantities; proposing improvements to ensure compliance, efficacy, efficiency, and sustainability of the interventions; discussions and consultations with project managers and service providers; engagement with beneficiaries and regulators (County Government, NEMA etc); supervision of construction and other project activities as agreed, and compilation and submission of end-of-assignment report. The regular, scheduled, systematic and consistent application of WaSH/Engineering knowledge and skills in line with the sector standards and best practice is required to this end.
The Consultant shall undertake the following:
(i) Submit an inception report detailing the Consultant’s understanding of the ToR and a work plan for implementation of the stated tasks;
(ii) Hold briefing meetings with the project managers to understand the project purpose and implementation strategy;
(iii) Carry out a technical review of project documents which shall be provided and which relate to the WaSH project in question and any other relevant secondary material relating to documented best practice, WaSH Sector Standards etc;
(iv) Technical review of designs and Bills of Quantities developed for the project with a view to giving inputs and ascertaining efficiency, effectiveness, and sustainability of the infrastructure being developed as part of the project;
(v) Advise on necessary inclusions or amendments being cognizant of the project purpose and other environmental and policy-legal exigencies;
(vi) Advise on implementation of water trucking, hygiene promotion and awareness raising; community training of water user committees among other activities that will be undertaken;
(vii) Assist in compilation of tender documents for purposes of rehabilitation and construction;
(viii) Assist in tender technical evaluation for purposes of identifying the most suitable Service Provider who shall be subsequently engaged to carry out the works;
(ix) Supervise construction of the shallow wells and water tanks from setting to completion;
(x) Engage with stakeholders on queries that may arise in the process of construction and advise the SIF accordingly
Compile a Consultancy report detailing the process of the project implementation, technical evaluation of the existing designs & Bills of Quantities, important technical issues that may need attention in ensuring the benefits of the rehabilitated/constructed infrastructure are optimised; and general recommendations.
3. The Consultant
The ideal Consultant shall:
• Be and engineer in Water, Soil, Environment, Civil Engineering or related field. S/he shall be one with vast experience in WaSH programming preferably in humanitarian setting in an International NGO in ASAL areas.
• Have successfully implemented and/or managed water infrastructure projects.
• Have excellent project management skills.
• Be a good communicator with a knack for productive stakeholder engagement.
• Be excellent planner and a good problem solver.

• Report to your line manager any discrepancies of SIF’s policies among the team or partners
