Primary Purpose
- This position is responsible for the management of the Africa Regional Deployment Unit. This includes coordination with RSC Operations, BPRM Regional Refugee Coordinators and UNHCR to determine strategic use of deployments to increase referrals to the USRAP and address deferrals in Africa, as well as the management of staff assigned.
Supervision
- This position supervises the ARDU Supervisors, Resettlement and Senior Resettlement Officers and the Best Interests Determination (BID) Specialist, who are deployed to UNHCR and other referring agencies throughout Sub-Saharan Africa to complete casework including LV3 registration, Best Interest Assessments and Determinations, RRF writing and review.
- This position reports directly to Processing Support Coordinator.
Essential Duties
- Manages the allocation of deployees to UNHCR offices throughout Sub-Saharan Africa.
- Works closely with the RSC Africa Field Processing Management and the Case Intake Unit to plan for upcoming USCIS circuit rides and monitor the number of pending deferral cases.
- Develops deployment plans to strategically use resources to maximize referrals to the USRAP.
- Maintains a thorough working knowledge of the USRAP and refugee situations throughout Sub-Saharan Africa.
- Coordinates with the Deputy Director for Programs and Field Processing Coordinator as well as the BPRM Refugee Coordinators and UNHCR to determine appropriate locations for deployments.
- Monitors and ensures the implementation of the Memorandum of Understanding between UNHCR and CWS RSC Africa.
- Develops Terms of Reference for deployees in coordination with UNHCR.
- Develops and provides training and resources for deployees prior to deployments and staff development between deployments.
- Monitors and evaluates deployment program to ensure operational success.
- Coordinates with Finance and Processing Support Coordinator on program budget design, management, and tracking.
- Oversees and manages ARDU staff hiring as needed.
- Develops and updates departmental standard operating procedures.
- Prepares reports, both quantitative and qualitative, about the outputs and benefits of the deployment scheme.
- Travels throughout the region for monitoring and deployment, as needed.
- Participates in Nairobi-based deployments.
- Other duties as assigned by CWS RSC management.
Qualifications
Education:
- Bachelor’s Degree or four (4) years of paid relevant experience in lieu of a Bachelor’s Degree required.
- Master’s Degree preferred.
Experience:
- 8 years of paid work experience required.
- 3 years
of direct supervisory experience required.
- Previous experience in RRF writing and review required.
- Previous program management experience required, including budget management.
- Previous experience working with partner organizations, including governments and international organizations required.
- Overseas processing or US refugee resettlement experience preferred.
- Previous experience conducting trainings or presentations preferred.
- Previous reporting and monitoring and evaluation experience preferred.
Knowledge/Skills:
- Knowledge of the USRAP
- Knowledge of International Refugee Law required.
- Excellent writing skills
- Excellent organizational and time management skills
- Excellent computer skills, in particular Microsoft Office
- Knowledge of Sub-Saharan Africa refugee situations preferred.
Abilities:
The ARDU Manager must have the ability to:
- represent CWS RSC Africa with partners;
travel in sub-Saharan Africa; - communicate effectively both verbally and in writing;
- follow instructions with a positive and receptive attitude;
- deal effectively and courteously with a large number of associates, outside agencies, refugees and members of the general public;

- work independently and contribute to overall operations of CWS RSC Africa;
take initiative in the development and completion of projects within the specified timeframe; - maintain strict confidentiality with RSC Africa administrative and operational information;
- manage a large and diverse workload under pressure with competing priorities;
work well as a team in a multi-cultural environment while maintaining a high level of motivation. - effectively manage CWS RSC Africa’s resources; and
- actively participate in the successful implementation of the U.S. Refugee Admissions Program (USRAP).
