Context:

  • The Better Migration Management (BMM) Programme is a regional, multi-year, multi-partner project co-funded by European Union Trust Fund for Africa and the German Federal Ministry for Economic Cooperation and Development (BMZ). IOM is one of the key implementing partners of the programme alongside British Council, Civipol, GIZ and United Nations Office on Drugs and Crime.
  • The Better Migration Management (BMM) programme aims to improve migration management in the region, and in particular, to address Trafficking in Persons (TiP) and Smuggling of Migrants (SoM) from and within the East and Horn of Africa (EHoA) region.

 

  • The programme is being implemented under the three components:

(i) Migration governance,

(ii) Cooperation on Trafficking in Person and Smuggling of Migrants

(iii) Protection of Victims of Trafficking (VoT) and vulnerable migrants.

  • Under the overall supervision of the Senior Regional Policy and Programme Coordinator and direct supervision of the Senior Regional Programme Manager (BMM), and in close coordination with the Regional Thematic Specialist for Migrant Protection and Assistance in IOM Regional Office, Nairobi, the successful candidate will be responsible for the overall management and coordination of the Better Migration Management programme activities in support of the Khartoum Process; mainly covering Djibouti, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda.

    Core Functions / Responsibilities:

  • Ensure efficient management and implementation of all the components of the BMM programme: Migration governance, Cooperation on Trafficking of Person and Smuggling of Migrants, Protection of Victims of Trafficking and vulnerable migrants and ensure sound monitoring and evaluation and reporting mechanisms are utilized.
  • Monitor and assess the programme’s progress and take appropriate action to increase effectiveness.
  • Ensure coherence and quality of data and information in response to internal and external information requests on the programme (third party monitoring, donor inquiries, etc.).
  • Prepare progress, narrative and other programme reports and ensure proper information exchange in all operational aspects of the programme between IOM, the donor and other stakeholders.
  • Provide technical direction and supervision to programme managers/ focal points and other programme staff; ensure the timely recruitment and briefing of programme staff and consultants required for the implementation of programme activities.
  • Establish and maintain strong partnerships and liaison with Government entities and with the donor, other implementing partners, UN agencies and other stakeholders in the programme’s target countries.
  • Ensure proper coordination in the Region with other projects funded within the framework of the Migrant Protection and Assistance in terms of protection approach, monitoring and evaluation, reporting, data collection and information elaboration.
  • Manage and coordinate the sharing of information, and collection of best practices. Ensure that new policies and practices developed at the global level or in other regions are integrated in the programmes under responsibility.
  • Deputize the Senior Regional Programme Manager (BMM) during absences, including the financial, administrative and technical aspects of the programme, in line with IOM’s policies and procedures, as well as donor requirements.
  • Represent IOM and RO Nairobi at relevant seminars, conferences and meetings, as well as other events aimed at promoting IOM’s image and activities with regards to the BMM Programme.
  • Carry out field visits to BMM countries and other duty travel as required.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Political or Social Sciences, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

    • University degree in the above fields with seven years of relevant professional experience.

    Experience

    • Experience in project management, including managing Migrant Assistance and Protection project with a Government or UN agency, or a regional or international organization; and,

    • Experience implementing similar projects in the East African countries is preferred.

    Skills

    • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;

    • Good knowledge of project management, monitoring and evaluation principles and practices;

    • Familiarity with budget/financial administration; proven resource management skills; and,

    • Good level of computer literacy (MS Office Word, Excel and Outlook).

    Languages

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish or other UN languages is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
