Under the overall supervision of the Chief of Mission (COM) and direct supervision of the Mission Head of Security (S/FSO), the successful candidate will be accountable and responsible for assisting all security and safety matters related directly or indirectly to all IOM personnel and property in Somalia and the field offices. S/he will assist in the management of the IOM Somalia Security Unit, implement appropriate safety and security management procedures that will effectively address staff safety and ensure the protection of IOM assets. S/he will also be responsible for all aspects of the mission’ and its programmes’ safety and security, with reference to IOM’s Safety and Security Policy, as well as the security policies and procedures of the United Nations Department of Safety and Security (UNDSS).
Core Functions / Responsibilities:
Review and make recommendations regarding safety/security requirements of the Somalia offices and SO Nairobi and liaise regularly with the S/FSO (RFSO) on emerging threats and specific security conditions, among others.
Develop a solid understanding of the UN security management system (IOM is a full partner in the system and is guided by their safety/security policies and procedures) in Nairobi and Somalia and keep abreast of all changes and developments as they occur. Attend the UN Security cell and Security Management Team (SMT) meetings as an observer only.
Ensure all relevant safety/security information is disseminated in a timely manner to all IOM Somalia staff in Nairobi and in country (Somalia) and to the extent possible the programme’s service providers.
Plan, coordinate and accompany all IOM high profile missions visiting field activities where International security officer is required.
Assist the SFSO/Head of security in the management of the IOM Somalia Security Unit, implement appropriate safety and security management procedures that will effectively address staff safety and ensure the protection of IOM assets, Personnel, and programs. Including supervision of guard force, staff tracking, security briefing for staff and when necessary advice COM on matters security.
Assist the S/FSO in developing and regularly review all internal evacuation and emergency contingency plans and make recommendations as necessary (emergency evacuation, assembly/safe areas, mass casualty management and emergency communications), to develop appropriate responses, including required human and technical resources for effective implementation.
Conduct as required security assessments/evaluations/threat/risk analysis (both tactical and strategic) for IOM Somalia offices in country and in SO Nairobi in coordination with the SFSO and offer appropriate mitigation recommendations.
Conduct regular physical security surveys of IOM Somalia facilities and staff housing within the mission area.
Assist in the design and implementation of security strategies and programme specific security procedures/standards and establish a concrete course of action for their implementation within the mission.
In coordination with the S/FSO, assist in conducting regular safety/security briefings for all staff and targeted trainings for identified programme staff in relevant areas (counter-surveillance, defensive driving techniques, evacuation drills, mass casualty response, hostage survival, stress awareness, operational and personal security measures).
Maintain open lines of communications concerning all aspects of general mission safety/security with relevant partners; UNDSS and as required by the host governments various security services.
Be guided by IOM Staff Rules and Regulations related to the confidentiality and secure management of internal and external safety/security information

Required Qualifications and Experience
Education
Bachelor’s degree in Military Studies, Law Enforcement, Security Management, Disaster Management or a related field from an accredited academic institution with minimum two years of relevant professional experience; or
Equivalent studies in the National Armed or Security forces of country of residence with four years of relevant professional experience, or
Master’s degree in the above fields with relevant professional experience
Experience
Extensive military experience, law enforcement, Disaster (Risk) Management,
or alternatively a combination of relevant security training and field experience, preferably at an international level.
Previous experience in UN Missions, International Peacekeeping or UNAFP Emergency Missions.
Experience in planning and execution of security agencies or organizations highly desirable.
Familiarity with the Somali context and previous working experience in the region an advantage.
Skills
Proven ability to discern and always uphold the programmatic interest status and safety of the mission.
Proven ability to collaborate with senior military and government counterparts.
Always demonstrated ability to manage a high degree of rational behaviour and decision making irrespective of the gravity of the security environment.
Must have a valid driver’s license and previous experience in dealing with law enforcement agencies an advantage.
Comprehensive understanding of the United Nations Security Management System (UNSMS) and exhibit the ability to work with UNDSS in the field is an advantage.
Languages
Fluency in English is required and working knowledge of any local language used in Somalia is advantageous.
