1. Background
The Congregation of Our Lady of Charity of the Good Shepherd (RGS), Eastern Central Africa Province (ECAP) is an international apostolic religious charity whose mission of reconciliation reaches out to the poor and vulnerable members of the society with a special attention to women, girls and children.
Our Lady of Charity of the Good Shepherd endeavours to empower this target group through diverse interventions and give them hope in life. In the Province (Kenya and Uganda), the Congregation has grown both in number and geographical coverage as well as in terms of ministries/programmes.
The ministries/programmes that Sisters are engaged in can be classified into five main areas and include Education, Health, Women/Community Empowerment, Rescue Centres and Livelihoods. Justice and Peace and Advocacy are cross cutting themes that are to be found across all ministries/programmes.
The Sisters call is to daily strive to serve those at the margins of society according to Our Lady of Charity of the Good Shepherd Mission and Charism.
2. Job Summary – Purpose of the position:
The main purpose of this role is to ensure a robust implementation of the Congregation’s mission through the ministries/programmes in the Unit in line with international project management good practices, donors’ requirements, and in coordination with the Good Shepherd International Foundation (GSIF) based in Rome, Italy.
The main task is supervision of the Project Cycle Management (PCM) functions in the Unit and the development and designing of the relevant Monitoring & Evaluation systems and tools that will ensure effective implementation of ministry plans; including developing data collection tools, monitoring project activities, outputs and progress towards anticipated results.
The PMEO also contributes within the team in fundraising including proposal writing and building strategic networks and partnerships.
The PMEO is required, while fostering the same within teams, to uphold the mission, values, and the spirit of RGS.
3. Key Duties and Responsibilities
a) Project Cycle Management
Supervising the PCM cycle and processes by coordinating with the MDO director and the Finance & Administration Officer a well with all the stakeholders involved by:
i) Ensuring adherence of the ministries and projects to the local strategic plans and needs assessments;
ii) Ensuring the preparation and the submission of Project Proposals based on the priorities and contents of the Strategic and funding needs and according to the eligibility requirements of the donors, by coordinating with the MDO director and ministries in the different sites;
iii) Supporting and complementing the different project sites in grants writing and applications submission;
iv) Developing and monitoring the grant agreements and sub-agreements for project partners;
v) Managing GS programmes and grants to ensure they end on-time, on-target, within budget, and meet the highest quality reporting standards
vi) Writing timely narrative and financial reporting according to the donors’ requirements and/or to GSIF requirements;
vii)Working with the MDO Director in ensuring participation in submitting periodic reports to the GSIF and other project partners/donors;
viii) Documenting best practices and lessons learned and share with program managers and relevant stakeholders to maximize impact of the projects; foster a productive relationship and lesson-learned sharing culture among
b) Design and implementation of Monitoring & Evaluation systems:
Lead programs in planning, implementation, monitoring & evaluation, and reporting.
The PMEO will:
i) Support the MDO director and relevant stakeholders involved in the design, testing and roll out of monitoring & evaluation system and tools.
ii) Ensure that all the project strategic plans are understood, well-articulated and followed by all project directors and local partners.
iii) Ensure that all project interventions are carefully and consistently planned and implemented in line with the strategic priorities of the GS strategy plan across the project’s units.
iv) Periodically review project goals, and priorities with local partners and programme staff to ensure proper alignment with GS ECAP Strategy priorities and objectives.
v) Monitor project activities, outputs and progress towards anticipated results and prepare M&E reports according to project demands.
vi) Conduct capacity building training and/or coaching on M&E for project staff and sisters especially in data collection, analysis, and documentation.
vii) Conduct and provide support to data quality assessments and documentation and knowledge management.
viii) Build and oversee managerial leadership and accountability in project planning, delivery, monitoring, and evaluations.
ix) Work closely with the MDO director to assure quality programming.
x) Harmonize M&E processes and procedures across projects by utilizing the M&E centralised system and M&E Standard Operating Procedures.
xi) Identify and document M&E donor requirements to ensure compliance.
c) Networking, resource development and representation
i) Supporting the MDO Director and Programme Directors in proposals development, grant amendments and reports for introduction to the donors. Provide the GSIF in Rome with the needed inputs for proposal development.
ii) In consultation with MDO Director represent ECAP in relevant national, subnational, and international forums, workshops, and conferences.
d) Administration
i) Support field teams and institute measures that foster stewardship and ensure audit compliance.
ii) Working closely with the Finance and Administration Officer, support Project teams to develop, manage and monitor project budgets and work plans, ensuring value for money and that project expenditure is within agreed budgets.
iii) Effectively coach the Project Managers/Directors, ensuring a shared vision, teamwork, effective communication and active engagement in decision-making and management approaches.
iv) Ensure full adherence to the GS Child Protection Policy.
v) Perform any other duties as assigned by the MDO Director
4. Qualifications, Skills and Experience
The successful candidate must demonstrate technical versatility, having hands-on experience in leading teams in complex setups while implementing multi-sector programmes in the fields of health, agriculture, protection and education.
The ideal candidate will have:
i) At least a Bachelors’ degree in project management, development studies, community development, monitoring and evaluation and/or other related qualifications. Training and qualification on M&E is required.
ii) Minimum five years of experience, managing development work in large and diverse teams in complex set-ups.
iii) Programming knowledge in the fields of women empowerment, child development, enterprises development, agriculture, health, and education.
iv) Excellent written and spoken English with strong communication skills.
v) Broad knowledge and awareness of current issues in the fields of development, management, and familiarity with international and national children’s rights, as well as needs based/rights based/theory of change, evidence-based and sustainable approaches to development.
vi) Significant experience in networking with local and international NGOs, donors, Ministry level partners and local community-based organisations.
vii) Knowledge and experience in programme planning, design, implementation, and monitoring, evaluation, and learning.
viii) Demonstrable skills in online and mobile data collection applications.
ix) Proven computer skills and knowledge of Microsoft software including MS, Word, Excel, PowerPoint, and e-mails.
x) Previous working experience with faith-based organizations and understanding of religious life is a strong advantage.
xi) Holistic mission orientation and strong commitment towards social justice and human rights.
xii) High integrity, honesty and confidentiality; ability to deal tactfully and discreetly with situations, people and information.
xiii) Willingness to work in inclusive and multi-cultural environments. High degree of flexibility and adaptability to different contexts is desirable.
