Vision

To provide facilities for education and research, participate in the discovery, creation, transmission, preservation, enhancement and to harness acquired knowledge on behalf of the University.

Mission:
To provide Library and information services through acquisition, processing, presenting, disseminating and making available relevant literature to all its users

History
The Library came into existence when Maseno University College was established in 1990 and was the successor to libraries that were used by the predecessor Colleges. These were the College Campus Library previously used by the Government Training Institute and the Siriba Library formerly for the Siriba Teachers Training College. The two Libraries had a total seating capacity of 350 which was not enough to accommodate the increasing number of students. This led to the creation of the School of Graduate Studies Library and the Resource Centre Library. With the expansion of the University, the Library has now extended its services to Kisumu and Homa Bay at the Kisumu City Campus Library and the Homa Bay Teaching and Learning Centre Library respectively. These Libraries have content for all subject areas taught at their respective campuses.

Objectives:

1. Seek continually to identify user needs and to provide Library services to meet those needs
2. Build, maintain and sustain Library’s resources
3. Provide information and relevant data for the curriculum at the university
4. Provide adequate reading space for Library users
5. Acquire and conserve Library research materials

Library System

Amongst the facilities inherited from Siriba Teachers College and GTI, were two small libraries with a combined seating capacity of 300. Since then, the university has put up two more libraries and expanded the seating capacity to 600. The library services are currently being provided from five different service points at Maseno and Kisumu City Campus respectively.

There are two branch libraries at the College Campus, and another two within Siriba Campus. We also have a branch at Kisumu City Campus.

NB: Information desks are available in all the five libraries.

User Access 

The library is open to both registered students and staff of the University.

Loan Regulations 
User Identification cards are issued to  all registered  members who are allowed  to use reading materials as follows:

a)  Faculty 
Up to five books at a time for a semester

b) Undergraduate/Postgraduate Students
Up to four books for two weeks and one reserved/short loan book for a specified period.

c)  Other Staff
Up to two books for one month.

Loan defaulters
Overdue material will attract a fine of not less than
5/= per day for normal borrowing
5/= per hour for Short Loan/Reserved materials.

Loan Renewal
Loaned materials may be renewed for a further period provided it has not been requested for or loaned out to another user.  All renewals may be done either in person, post, telephone, fax or E-mail.

Reserved/Short Loan Materials
These materials may only be used within the library premises for a maximum of one hour or issued as overnight loan.

Loan Recall

The Librarian may recall any material on loan if it is required for special purposes by another user.

Inter-Library Loan Scheme
Materials not available in the library may be requested for through this scheme.  Arrangements will be made to obtain these materials where and when possible.

Multimedia 
Our libraries provide information in non-book format e.g. video cassettes, audio cassettes, CD-ROMs (accompanying books). These materials may be issued to the users on request.

Electronic Resources
The University Library through the Programme for Enhancement of Research Information (PERI)  provides e-journals via the internet.
