About Mercy Corps:
Mercy Corps is an International NGO that exists to alleviate poverty and oppression by helping people build secure, productive and just communities. Mercy Corps has been fully registered in Uganda as an operational NGO. Currently Mercy Corps has an office in Kampala and is implementing Food Security programs which comprise of Water and Sanitation, Livelihood and Agriculture and Conflict Mitigation Management Program in North and North Eastern Uganda. We implement programs in the northern districts of Pader, Kitgum, Agago, Lamwo, Kaabong, Abim and Kotido with funding from USAID, USDA, Walmart Foundation, SDC, DFID as well as other private donations.
About ECHO Program:
Mercy Corps is implementing an 18-month Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO) funded program around Livelihood Programs for South Sudanese refugees in Bidibidi Settlement, Rhino Camp and Palorinya Settlement in Uganda. The program will focus on building Livelihood activities and Agriculture resilience through agricultural inputs and trainings, creation of VSLAs and IGAs activities.
Job Summary: The Finance and Administration Assistant will support the implementation of livelihood activities Rhino Camp and Palorinya Settlement. As needed, Finance and Administration Assistants will be expected to support all interventions of the program. Specific activities will include strengthening relationships with existing community structures, assessing beneficiaries; mobilizing community members for assessments and registration of beneficiaries; post-distribution monitoring and after-action-reviews and any other activity as needed. S/he will be a creative, action-oriented problem solver with strong experience in partnership management.
Key Duties and Responsibilities:
Administration:
- Provide support in facilitating the smooth flowing of routine, administrative work of the office
- Assist management in facilitating the adherence to Mercy Corps administrative, IT, HR and logistics procedures and staff policies by support staff. Provide training and guidance to support staff, as needed;
- Responsible for the smooth running of the following office functions: Reception of visitors, photocopies and mail services, telephones.
- Ensure the office and compound are clean and maintained at a routine schedule;
- Render support in the collection of monthly timesheets and processing of payroll;
- Maintain proper filing system.
Finance:
- Manage Petty Cash
- Keep record of all cash, bank and advances on excel worksheet, update every day and reconcile daily.
- Conduct cash counts weekly and whenever needed with the Sub-Office responsible
- Print all payment vouchers and match with the documents and file.
- Pay or receive approved and financially reviewed cash or bank payments and receipts.
- Match invoices/receipts with payment vouchers, GRN and other required documents.
- Prepare cash, bank and advances reconciliations and submit for review/approval every week and monthly.
- Assist other finance functions and offices when ever need arises.
Procurement:
- Daily coordination of MC procurement activities;
- Has a full understanding of MC procurement policies and formats. Assists, as needed in training staff on these policies;
- Support program and operational personnel in regular procurement planning meetings.
- The incumbent also collects quotations and bids from the market for PR-s
- Maintain procurement reporting through master lists.
- Managing Procurement filing for both electronic and hard copy documents.
- Manage minor repairs at residences and office ( Plumbing, electrical and general)
- Ensure quality and quantity ordered material and service
Collaboration / Networking: Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps Uganda and to not jeopardize its humanitarian mission.
Qualifications, Skills and Experience:
- The ideal candidates for the Mercy Corps Finance and Administration Assistant jobs should hold Bachelor’s Degrees in relevant field
- A minimum of two years’ experience in Finance and Administration
- Background in humanitarian response activities preferred.
- Excellent community mobilization skills
- Good writing, communication, organization, prioritization and negotiating skills.
- Good (English) verbal and written communication skills preferred.
- Computer literacy skills with a full knowledge of office applications.
- Keen attention to detail and ability to complete tasks in a timely manner.
- Excellent teamwork abilities and interpersonal skills.
- High degree of flexibility, creativity and enthusiasm as well as a willingness to learn and to be continually adaptive within a dynamic and often self-directed working environment mandatory.
- Highly proactive, problem-solving action orientation is essential.
- Have the ability and curiosity to work comfortably and effectively in the cultural, relatively poor infrastructure of West Nile.
- Be an excellent communicator, have a strong sense of humor, multi-tasker, and able to work difficult and often stressful environments.
- Show commitment to the work of Mercy Corps and the objectives of this program. They will demonstrate their dedication with a strong work ethic, attention to detail and creative problem solving.
