About URA:
The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization (URA) amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.
Job Summary: The Officer Forensic Investigations will carry out digital device seizures, extract and analyze information contained therein and report findings in support of investigation cases related to tax fraud.
Key Duties and Responsibilities:
Conduct device seizures in order to obtain the sources of digital information to support investigations
- Lead digital forensic and cybercrime response efforts (seizures).
- Where equipment is damaged, rebuild the system in order to recover lost data
- Preserve and process electronic data according to the organisational policies and practices
Extract, process and analyze information to support investigations
- Recover and examine data from the electronic storage devices in order to use the data as evidence in criminal prosecutions or information purposes
- Preserve and analyze data from electronic data sources.
- Investigate network intrusions to determine the cause and extent of the breach
Report about the findings to guide the investigations against tax fraud
- Form and articulate expert opinions based on analysis
- Produce oral and written reports presenting complex technical matters clearly and concisely
- Prepare and submit technical reports detailing how the computer evidence was discovered and all of the steps taken during the retrieval process
- Support the on-going investigations by communicating the progress and any issues of all forensic support requests in the laboratory, and support the external referrals from other departments when requested
Conduct post forensic investigations activities to support the forensic investigations findings and build capacity among peers:
- Provide expert testimony in depositions, trials and other proceedings regarding the evidence collected which may include a presentation of visual aids
- Provide technical insights to fellow investigators on proper procedure
- Research on new methodologies and digital forensic technology trends in the industry
Leverage technology to support investigations efforts: Develop software programs from time to time for investigations purposes as may be prescribed by the users.
Qualifications, Skills and Experience:
- The applicant for the Uganda Revenue Authority URA Officer Forensic Investigations job placement must hold a Bachelor’s degree in either; Information Technology, Computer Science/Computer Engineering or any other ICT related degree OR certification in information systems
- Possession of a Certificate in (AccessData), EnCE or equivalent digital forensic certification is desirable
- Certification in Database fundamentals, Networking, A+
- Previous exposure and experience in a computer forensic or related field in a reputable organization.
- Experience in software development and database management
- Extensive knowledge of tax laws and digital forensic tools
- Knowledge of database platforms including Postgre SQL, Oracle , MySQL
- Knowledge of programing languages like Java, C++, Python etc.
- Ability to create intuitive and dynamic user interfaces using Java Script, HTML, AJAX etc.
- Exceptional communication skills.
- Good problem solving abilities and ability to work in teams.
- Analytical and critical thinking with attention to small detail.
