But by making a long-term investment to create an environment in which childhood can thrive, the cycle of violence can be broken.

Job Summary: The Protection Officer will be responsible for leading and coordinating the protection work of WCC Legal Aid project implemented in each of the target districts in Uganda respectively, proving timely and effective protection to vulnerable refugee and host communities, particularly women and children. This include, undertaking needs assessment in the target population; developing and implementing clear protection strategy and plans; Monitoring and Evaluation (M&E); and capacity building of community based protection workers, partners and stakeholders. The incumbent will work closely with other members of the legal aid project, forge strong partnership and collaboration with governmental departments and non-governmental organizations to identify and effectively respond to protection concerns, with particular focus on violence against women and children.

Key Duties and Responsibilities:

Systems and Capacity Building:

Work in close consultation and coordination with WCC Legal Project Manager and team as well as partners and relevant stakeholders, carry out participatory project situation and needs assessment among refugee and host communities.
Based on identified needs, develop and implement clear protection strategy and implementation plan aimed at addressing and responding to key protection concerns, particularly violence against women and children in the target population.
Based on identified needs, develop and implement capacity building training and technical support to WCC legal aid project team members, community based workers, partners and stakeholders, including Justice, Law and Order Sector (JLOS) in the district in line with the project objectives and targets.
Work in liaison with the Project Manager and project team, facilitate and support the creation of systematic and coordinated approach to the provision of protection, legal aid, psychosocial, and capacity building services by the project.
Contribute towards the development of WCC global protection strategy, policy and plan as necessary.

Implementation and support:

Provide technical assistance and support to the legal aid project team and partners in the development, implementation and review of protection activities and services.
Working closely with the legal aid project team, partners and relevant stakeholders, identify and effectively respond to protection concerns and cases, including safe space for survivors of violence particularly women and children.
Facilitate and support the promotion of protection issues among communities, partners and stakeholders in line with internationally and nationally accepted legally binding standards.
Plan, implement and supervise the development, coordination and implementation of protection activities.
Work in close consultation and close coordination with other legal aid project team members, including Training and Outreach Officer, plan, organize and facilitate community awareness raising activities.
Offer technical and management support to ensure the effective mainstreaming of protection in all WCC projects and operations implemented in the district.

Monitoring, Evaluation, Accountability and Learning (MEAL):

Working closely with the Project Manager and Monitoring, Evaluation, Accountability and Learning (MEAL) Officer, develop and implement a robust Monitoring and Evaluation (M&E) plan for protection activities and services.
Based on the M&E plan, develop and implement monitoring system, and analyze, document and report on progress and effectiveness and impact of the provision of protection services and activities.
Maintain up-to-date recording and documentation of client information ensuring ethical practices and confidentiality.
Conduct regular project assessment, document and disseminate successes, beast practices and learning within WCC Uganda country program and stakeholders as necessary.
Prepare and submit to the Project Manager, monthly, quarterly, annual, mid and end of project reports on a timely manner, including number of children, women, youth and other vulnerable persons supported with protection services.
Network and liaise with other government and non-governmental actors involved in protection and related activities in order to ensure coordination, collaborative engagement and learning.
Work in close consultation with the Project Manager, represent WCC Uganda at relevel sector cluster, forums and coordination meeting in the district.

Other Duties:

Actively contribute to the development, implementation and review of the WCC Uganda protection and legal aid program, work closely and collaboratively to assist in delivering its objectives.
Actively contribute to the development and implementation of change management initiatives, including, and where necessary, instigating structural reforms within the project.
Deputize for the Project Manager when necessary.
Undertake other appropriate level duties as assigned by the Project Manager or Head of Programs from time to time.

Qualifications, Skills and Experience:

The ideal candidate for the War Child Canada Protection Officer job placement should hold a University degree in International Law, Human Rights, Social Science or related discipline.
At least three years of relevant experience in the field of protection.
Good coordination, facilitation, training, mentoring and motivational skills.
Previous exposure, experience or understanding of participatory approaches and community mobilization.
Demonstrated ability to establish and implement robust M&E plans for protection activities.
Ability to work in multi partner environments in implementing protection activities and services.
Good organizational, planning and time management skills with attention to details.
Ability to prioritize and manage multiple tasks, time, tight schedules and meeting deadlines.
Proven communication skills (both in written and spoken English).
Excellent record keeping and report writing skills.
Excellent networking, interpersonal and negotiating skills.
Demonstrated competence in conceptual, analytical and problem solving skills.
Computer literacy skills i.e. proficiency in Word, excel, outlook, power point, internet
Prior experience working at a global organization and in emergency situations is an asset.
Strong belief in human rights and gender equality and clear understanding of issues surrounding child protection and SGBV is desired
Previous exposure and experience in developing and using information systems and running a range of reports.
Able to travel, at times at short notice, and spend time away from work base and home.
