About DFAP Program:
The Food for Peace (FFP) Development Food Assistance Program (DFAP) is implementing a USAID-funded initiative in Uganda with the primary goal of improving food and nutrition security, and self-reliance among extremely poor households in refugee settlements and host communities in Kamwenge District in Western Uganda. The project is planned to start in October 2017 and operate for a minimum of five years. This initiative will be a pilot, multi-year “graduation activity” program which will include significant learning and research as well as engagement on the part of FFP and USAID’s Global Development Lab. Critical activities for this initiative will include the following: strong focus on households from both the Rwamwanja refugee settlement and neighboring host communities; targeted efforts for extremely poor households; and enrollment and graduation for one adult per household, typically the woman of the household.
Job Summary: The Gender Advisor will primarily ensure a gender-sensitive and gender transformative approach throughout the program assessments, program implementation, and program monitoring, that takes into account the differences in men’s, women’s, boys’, and girls’ roles in the community context, as well as the intergenerational and gendered inequalities that exist within a household. The Gender Advisor will work closely with the DFAP team, the government, local authorities, and other key stakeholders to address gender-related differences, needs and inequalities, and ensure a direct, comprehensive approach to dealing with them in the DFAP programming. Among other gender-related objectives, the Gender Advisor will be responsible for ensuring and/or promoting in the DFAP activities the equitable participation by men, women, boys and girls, the reduction of gender inequalities to achieve nutritional outcomes and strengthen resilience to food insecurity, gender-sensitive activities that mitigate unintended consequences, and where necessary, gender-transformative activities and approaches that work to transform harmful individual and social norms and behaviors. The Gender Advisor will ensure that USAID’s Gender Equality and Women’s Empowerment Policy, Food for Peace gender guidance, ADS 205, and other relevant gender principles, policies and regulations will be applied consistently throughout the DFAP initiative. The Gender Advisor will also advise and ensure that gender-based violence (GBV) and female empowerment will be addressed in the DFAP activities.
Key Duties and Responsibilities:
- Serve as part of the program Senior Management Team (SMT).
- Stay abreast and informed of USAID agency-wide, Food for Peace, and other relevant gender principles, policies, regulations, monitoring and evaluation principles, and indicators.
- Work in liaison with the SMT, Save the Children US technical advisors for M&E, gender, livelihoods and nutrition-sensitive programming, and others coordinate and support the development of the Gender Analysis during the first year of the DFAP implementation, and then subsequent development of an effective Gender Action Plan and its implementation throughout the program.
- Actively contribute to the development and implementation of annual program work plans and performance milestones.
- Keenly review project reports and annual implementation plans and contribute to regional and national strategic planning.
- Keenly analyze and review program reports to ensure gender integration in the narrative.
- Provide gender-related technical support to all project staff, including but not limited to livelihoods, heath, nutrition, and resilience teams.
- Offer technical, programmatic, operational, and managerial oversight of all activities that have a gender aspect or component.
- Actively participate in technical working groups.
- Manage a team of local staff, if applicable, who will be responsible for various types of gender behavior change activities.
- Ensure that program implementation meets USAID’s programmatic, administrative and financial standards and requirements.
- Write and review reports from project staff, ensuring concise, focused high quality writing.
Qualifications, Skills and Experience:
- The ideal candidate for the Save the Children Gender Advisor job placement should hold a Master’s Degree in gender, women’s studies, international development, agriculture, health, nutrition or related area preferred.
- At least five years’ experience working on assessments and program implementation related to nutrition, livelihoods, food security and/or water, sanitation and hygiene (WASH) programs.
- Demonstrated ability to apply gender-sensitive and gender-transformative approaches on DFAP initiatives or on programs similar to DFAP initiatives.
- Demonstrated ability to work with host government and partners in implementing a complex project in the field under challenging circumstances.
- Significant knowledge of gender principles as they relate to livelihoods, nutrition and resilience for community-based programs in Uganda.
- Broad knowledge of the health and nutrition system, and livelihoods context, in Uganda, specifically as it relates to government policies, programs and partnerships addressing the needs of food security.
- Previous exposure and experience in gender-based programming with substantial understanding of and commitment to equality and equity issues and mainstreaming.
- Experience working on similar USAID or other donor-funded programs; familiarity with USAID regulations and policies preferred.
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
- Excellent oral and written communication skills in English required.
