About US:

Makerere University Joint AIDS Program (MJAP) is a private-not-for profit Company under Makerere University. MJAP works to build partnerships and strengthen health systems to optimally respond to HIV/AIDS, TB and other diseases of public health importance in Africa.

About Project:

MJAP will work in close collaboration with the Rakai Health Sciences Program (RHSP) to implement a program on Accelerating HIV/AIDS Epidemic Control in Masaka region (Gomba, Butambala, Sembabule and Mpigi districts). In addition, MJAP is anticipating a sub-award grant for accelerating HIV/AIDSEpidemic Control in Kampala region; under the President’s Emergency Plan for AIDS Relief (PEPFAR).

Job Summary: The OVC Officer will assist in the management and implementation of field OVC activities, support the district and health facility and community teams to deliver comprehensive OVC packages.

Key Duties and Responsibilities:  

  • Train and mentor district, sub-grantee (Civil Society Organization) and community personnel in OVC programming in line with the PEPFAR OVC guidance and implementation model.
  • Oversee screening and enrolment of vulnerable children into the OVC program based on the Households Vulnerability Assessment Tool (HVAT).
  • Formulate strategies focused on reducing the level of OVC household’s vulnerability and track progress towards graduation.
  • The incumbent will deliver economic strengthening and education initiatives to the critically vulnerable OVC households to access education and life skills
  • Work closely with health facilities and community structures to support bi-directional referral and linkage of OVC households to receive high quality primary health care packages including HIV services
  • Coordinate the work of different OVC stakeholders and community structures within the district to deliver services in the core program areas (CPA) to meet the needs of OVC
  • Lead in development of district sub-grantees (CSO) monthly work plans, review activities budgets and accountabilities
  • Support district, Sub-County and CSO to submit high quality and timely reports to national OVCMIS

Qualifications, Skills and Experience:

  • The ideal candidate for the Makerere University Joint AIDS Program (MJAP) OVC Officer should preferably hold a Bachelor’s degree in Social work or related field
  • Possession of a post graduate diploma in program management, M&E or other related field
  • A minimum of three years’ experience implementing OVC programs
  • Broad knowledge and understanding of  MGLSD and PEPFAR policies, strategies and guidelines on OVC programming
  • Knowledge of OVCMIS tools and reporting
  • Broad knowledge of the district local government structures
  • Proven skills in training, development of training materials, and capacity building of community based organizations
  • Excellent interpersonal and communication skills
  • Excellent networking and negotiation skills
