About DYNAMIC Programme:

GOAL International is working closely with Mercy Corps, VSO and Restless Development, the Driving Youth-led New Agribusiness and Microenterprise (DYNAMIC) programme will strengthen systems and facilitate the creation of sustainable economic opportunities for disadvantaged Ugandan youth. DYNAMIC’s overall goal is to increase the number of young people who are in secure employment or self-employment and to promote effective and efficient agricultural market systems for youth. Through a market-driven and holistic approach, DYNAMIC will engage an array of public and private sector actors to increase access to goods, services, markets, information and productive and social assets to increase productivity of Ugandan agribusinesses and non-farm enterprises.

DYNAMIC will reach 125,000 out-of-school youth aged 15 – 24 living in peri-urban and rural areas within eight districts of northern Uganda over five years. Through an innovative, market facilitation approach, DYNAMIC will promote long-term efficiency in existing agricultural systems.  Youth already engaged in on-farm activities will move from subsistence to more productive and profitable farming. DYNAMIC will increase the employability of Ugandan youth by facilitating access to demand driven technical skills, knowledge and market information that directly respond to business opportunities in the agricultural sector. In parallel, DYNAMIC will link agribusinesses and microenterprises to market opportunities and diverse stakeholders, and ensure they can utilize appropriate (formal and informal) financial services. DYNAMIC’s design recognizes that youth are a diverse age group requiring tailored interventions to fit their stage in life and transition into the workforce. In particular, DYNAMIC will ensure that participating youth, particularly young women, are engaging in appropriate, safe, and productive economic opportunities.

Job Summary: The Programme Manager is directly line managed by the Deputy Program Director (DPD) in the Programme Management Unit (PMU). They also have a dotted line functional management to the relevant GOAL Office senior manager in their base location. S/he is responsible for providing overall oversight and leadership to the implementation teams in two assigned districts (comprising eight team members) of the MasterCard Foundation funded DYNAMIC programme. S/he also works closely with an extended team from GOAL and all consortia partners to research, design, implement and measure the district level programme outputs/outcomes.  The role is ultimately about the Programme Manager being the key focal person for drawing all elements of the program together at a district level, while at the same time ensuring compliance to GOAL systems, effective people management; ensuring that programme staff are given clear direction, support supervision and remain productive and accountable.

Key Duties and Responsibilities:

Program Management:

  • Oversight of all assigned district level teams, coordinate and implement district level activities in line with approved project proposal, budget and within the agreed time frames
  • Ensure compliance to all GOAL, Donor and Government of Uganda policies, procedures and guidelines that relate to the implementation of the of the programme
  • Ensure project deadlines and quality standards are met
  • Ensure an integrated approach to program implementation in order to maximize resource utilization and synergy between the programme staff and different programme partners
  • Make on-site field visits regularly to provide technical back stopping and/or design suggestions.
  • Work in close consultation with DPD, Technical and the MEL Team, ensure that staff measure and report on the programme in a timely and accurate manner
  • Additionally, the Program Manager will be responsible for the initial launch of the program at a district level and once the research is published, undertake a full launch to all stakeholders at a district level.

Staff Management, Professional Development and Team building:

  • Coordinate, manage and motivate program teams through ensuring that they have clear objectives/individual work plans as part of performance management and receive constructive feedback on their performance.
  • Ensure capacity building of the district teams on market facilitative approaches to agricultural system development with youth.
  • Monitor and advise on district level staffing needs.
  • Ensure evaluations and disciplinary measures are made, as necessary according to GOAL policy.

Partnership Management:

  • Establish and maintain productive working relationships with Local Government officials and line departments, soliciting their participation in all activities where appropriate.
  • Responsible for all engagement with other district stakeholders including private sector actors and youth representatives

Monitoring, Evaluation and Learning:

  • Actively participate in the development and continual revision of a dynamic, program-wide monitoring and evaluation system linked to program strategies, indicators, and information management tools, which supports program management, accountability and learning.
  • Coordinate data gathering and management with all district-based program staff and take overall responsibility for monitoring and evaluation.
  • Ensure that district program team members are paying sufficient attention to the continual gathering and digestion of operating environment and activity reports, and that teams are holding frequent activity review sessions to continually re-examine the relevance and impact of the program.
  • Oversee the scheduling and production of formal and informal reports on all aspects of the district level program activities in a timely and efficient manner.
  • Ensure close coordination and sharing of information with other district level stakeholders such other NGOs, and local authorities.
  • As part of GOAL’s agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.

External Representation and Coordination:

  • Support all efforts towards accountability to project participants. This includes actively engaging participating communities as equal partners in the design, monitoring and evaluation of programmes.
  • Work closely with teams to represent the programme at the district levels and lower levels.
  • Ensure establishment and maintenance of good relations and accountability with target communities, and local government structures.
  • Linking into existing DLG coordination structures, S/he will promote and facilitate the existing district food security and livelihoods coordination meetings which occur on a 1-3 monthly basis; and collaborate with District Youth Councils
  • Support and coordinate visits from regional and HQ based staff and external visitors, such as donors and media, in collaboration with Director of programs.
  • Conduct himself/herself both professionally and personally in such a manner as to bring positive recognition to GOAL, and to not endanger GOAL’s mission.

Program Support Operations:

  • Coordinate with program and finance and administration staff to ensure operational systems are in place to support field activities including logistics (transport, warehousing and asset management), procurement, security, administration and human resources.

Other Duties:

  • Perform any other duties as assigned by your supervisor.
  • GOAL team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects

Qualifications, Skills and Experience: 

  • The ideal candidate for the GOAL International Programme Manager job opportunity should hold a Bachelor’s Degree in business, economic development or other relevant field
  • Five years’ experience including three years of relevant management experience, with positions of progressively greater responsibilities.
  • Experience with market facilitation, supporting systemic change and promoting supporting services indirectly, is preferred (M4P and or value chain and private sector development experience),
  • Some practical experience managing partnerships.
  • Strong writing, communication, organization, prioritization and negotiating skills.
  • Excellent (English) verbal and written communication skills with proven financial management skills.
  • Strong computer literacy with a full knowledge of office applications
