About US:
Kampala Capital City Authority (KCCA) is the legal entity, established by the Ugandan Parliament, responsible for the operations of the capital city of Kampala in Uganda. Kampala Capital City Authority (KCCA) secured funding from the Bill and Melinda Gates Foundation (BMGF) and Department for International Department (DfID), UK, for a three (3) year Faecal Sludge Management (FSM) Project. The Project seeks to improve FSM in the vulnerable urban poor areas of Kampala City through an efficient and affordable private sector led service delivery model.
About KIIDP2 Project:
The Government of Uganda has received funds for the Second Kampala Institutional and Infrastructure Development Project (KIIDP2) from the International Development Association (IDA). Part of the loan will be spent on the payment of eligible contracts for 30 additional CAM Data Collectors to the Project. The contract will be executed by the Government of Uganda through Kampala Capital City Authority. The overall Project Development Objective of Phase 2 of KIIDP is to enhance city infrastructure to improve urban mobility and deepen the institutional reforms for economic growth. One of the components of the KIIDP 2 is the development of a GIS based City Address Model (CAM) and the Computer Aided Mass Valuation (CAMV) of properties in the city. In order to deliver on the above result areas, KCCA therefore seeks services of 30 additional CAM Data Collectors to reinforce the GIS Section in the Directorate of Physical Planning (DPP).
Job Summary: The Data Collector will reinforce the GIS Section in the Directorate of Physical Planning (DPP) at Kampala Capital City Authority (KCCA).
Key Duties and Responsibilities:
- Collect relevant data on all properties such as property ownership data
- Assign house numbers to respective properties
- Sensitize the public.
- Compile and submit reports.
- Undertake fieldwork to collect data about existing buildings and roads in the Kampala City
- Identify and fix house numbers to the respective buildings
- Compile and analyze data
- Submit regular reports about the data collected and analyzed
- Update the CAM-CAMV Database
- Identification of road signage locations
- Perform any other duties assigned
Key Deliverables:
- Weekly reports
- Status of road names
- Identification of location for placement of road signage
Qualifications, Skills and Experience:
- The applicants for the Kampala Capital City Authority (KCCA) Data Collector jobs should hold Bachelor’s Degrees in any of the following; Geographical Information Systems, Information Technology and or Computer Science, Library and Information Science or Bachelor of Statistics or Bachelor of Arts Development Economics and or Quantitative Economics and or Finance and Accounting, Engineering/Survey, Environmental or Development Studies, Urban and or Physical Planning
- At least two years’ experience in data collection
- Ability to design data collection instruments such as questionnaires
- Knowledge in stakeholder management
- Knowledge of GIS is an added advantage
- Knowledge of data collection using questionnaires and personal interviews
- Knowledge of digitizing data from satellite images and assigning attributes to digitized data is an added advantage
- Ability to enter and analyze data using MS Excel and or Access
- Excellent communication and interpersonal skills
- Evidence of similar assignments is essential
- Readily available
