About Project:
The Safe and Inclusive Cities Programme seeks to contribute to the development of a diverse and strong civil society in Uganda, Kenya, Ethiopia and Zimbabwe which influences urban governance and development processes and contributes to making cities safe and inclusive for young women and men (age 15-25). The programme is funded by DANIDA starting in 2018 and will be implemented in partnership with local civil society organisations focusing on 1) reducing urban violence and conflict affecting young women and men, 2) increasing young women and men’s access to decent work, and 3) increasing young women and men’s influence in urban governance and planning on safety and economic opportunities.
Job Summary: The Project Officer – Safe and Inclusive Urban Uganda is responsible for the direct implementation of Plan International Uganda Intervention 2 [Safe Urban mobility for the urban poor] of the Safe and inclusive Urban Kampala project, and accountable for project results that in line with the intervention as per the project proposal across the project area of operation. He/she is responsible for field activities coordination, implementation, reporting and ensuring that all programmatic and financial aspects of the project are up to date in accordance with Plan International systems and procedures. S/he is responsible for all project procurements and coordination of implementing partner’s requests. He/she will be responsible for system modifications to plans as necessary, and may contribute to development of additional donor proposals
Key Duties and Responsibilities:
- S/he will lead in the implementation of Plan International Uganda allocated intervention across all the 3 target divisions of the city in close coordination with the project Implementing partners.
- S/he will ensure high quality collaboration and coordination is maintained for effective and efficient implementation of project interventions by all stakeholders at City level.
- He/she will work with and support implementing partners in the development of work plans, budgets and monitoring tools for project interventions.
- He /she will work with and coordinate with the M&E responsible person at Plan International Uganda and those at implementing partner organisations to produce quality reports, data and timely documentation of all project activities in line with the donor requirements.
- Supports target divisions to conduct youth groups mapping exercise, data collection in respect to youth support and work with the implementing partners to create / strengthen youth informal sector plat forms and coalitions.
- Carryout capacity building of project implementing partners based on identified capacity gaps and strategies
- Organises and conducts regular project reflection / review meetings that bring on board project implementing partners and different stakeholders to assess the project progress.
- S/he will lead the preparations and conducting project quarterly joint monitoring missions involving Plan International Uganda, Implementing partners and KCCA to project sites.
- Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Key Result Areas:
- Supports establishment or strengthening of networks with KCCA, government line departments / ministries and other stakeholders at City level.
- Facilitates strategic linkages and collaborations with other departments in and outside Plan, local authorities and other service providers to foster integration and ensue collated effort for Youth engagement and development in line with the project goal.
Qualifications, Skills and Experience:
- The applicant for the Plan International Project Officer – Safe and Inclusive Urban Uganda job opportunity must hold a Bachelor’s or Master’s degree in Social Work and Social Administration, Development Studies, Social Sciences or any relevant field with wide demonstrated relevant experience working with Communities, Local government structures and partners.
- At least five years of professional experience working with development organisations, local government departments implementing youth development interventions.
- Experience of Youth in informal sector development and experience in community development with INGO.
- Demonstrated skills, experience, and knowledge of informal sector working, with particular attention to gender responsive learning and capacity building for young adults.
- Experience of managing projects, including project design, monitoring and evaluation (i.e. preparation of documents and reports for external dissemination).
- Experience of and demonstrated ability to effectively network with a diverse range of organisations and relevant government departments at the City level
- Excellent writing, facilitation, and organisational skills.
- Demonstrated empathy and positive attitude towards children, youth their caregivers, and other stakeholders;
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- Excellent communication skills and command of the English language including ability to facilitate groups meetings.
- Strong drive for results and ensuring timely delivery of quality products.
- Demonstrated ability to work in a multi-cultural City environment and establish harmonious and effective working relationship
- Conceptual understanding of and commitment to development work in the urban setting and development context, especially in urban slum settings.
