About USAID APC Project:
FHI 360 Uganda is implementing the USAID funded Advancing Partners and Communities (APC) project, which will work to increase use of equitable, quality and sustainable family planning (FP) services through addressing socio-cultural and medical barriers to FP service delivery, including for long-acting reversible contraception (LARCs) and permanent methods (PMs); over a two-year period up to September 2019.
Job Summary: The Monitoring, Evaluation and Learning Manager will be responsible for development of monitoring, evaluation, and operational research plans to inform program management and strategic direction.
Key Duties and Responsibilities:
- Oversee the design and implementation of the project’s monitoring and evaluation activities, including: development of the project’s Activity Monitoring, Evaluation and Learning Plan (AMELP).
- Lead the design and implementation of the project’s research activities, including operations research, performance evaluations, impact evaluations and/or rapid/special studies.
- Lead efforts to identify key research questions and develop studies that test innovative strategies for addressing improving the quality and uptake of key services by targeted populations.
- Lead a robust learning agenda, designing and implementing mechanisms for continuous learning, collaboration, and adaptation for project staff, partners, donors, host country government counterparts and other stakeholders.
- Oversee the dissemination of information on successful and promising approaches, lessons learned and other program results to local, national and regional-level intergovernmental bodies, donors, partners and other stakeholders. Promote forums which facilitate collaboration, learning and action as a result of this information among these actors.
- Build capacity of staff, government counterparts, and other stakeholders in program monitoring and evaluation, data collection, management and use, and research and learning methods.
- Oversee a team of MERL staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members.
- Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence.
Qualifications, Skills and Experience:
- The applicant for the USAID Project Monitoring, Evaluation and Learning Manager job placement must hold a Master’s degree in public health, epidemiology, statistics, or another related field.
- At least five years of relevant experience
- Solid M&E experience in donor funded projects.
- Strong quantitative and qualitative analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
- Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, STATA, and SPSS) and experience training others in its use is highly desirable.
- Demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills.
- Demonstrated research experience and skills, complemented by experience in collaborating with various types of partners.
- Ability to work independently and manage a high-volume work flow.
- Excellent interpersonal, writing and oral presentation skills in English.
