About US:
The Government of Uganda (GoU) through the Ministry of Water & Environment (MWE) and the sector Development Partners (DPs) are implementing a Joint Water and Environment Sector Support Programme (JWESSP) over the 5-year period 2013-2018. As part of programme implementation, the Ministry of Water and Environment is in the process of establishing a unit to offer technical support to the ministry in areas of identify potential sources of funding for the sector, writing of new project proposals, and preparation of a resource mobilisation strategy for the water and environment sector.
Job Summary: The Senior Project Development Officer will support the Ministry to identify potential new sources of funding for the sector, writing of new project proposals, and preparation of a resource mobilisation strategy for the water and environment sector in collaboration with all Directorates and/or departments of the ministry.
Key Duties and Responsibilities:
- Spearhead preparation of a resource mobilisation strategy for the Ministry of Water and Environment in liaison with senior management and Development Partners
- Build the capacity of the Ministry in project preparation and proposal writing
- Proactively explore funding opportunities for the sector
- Screen all available and emerging financing opportunities (online and through own professional networking)
- Guide Ministry Senior Management strategically on most suitable technical and geographic focus as well as implementation modality for specific financing opportunities or funding tracks
- Tasked with the development of modalities, guidelines and criteria for successful applications (and continuously educates him/herself) and is able to understand any guidelines and transfer such knowledge to the ministry local staff
Qualifications, Skills and Experience:
- The applicants should be Ugandans holding relevant degree in the area of engineering in the water and environment sector related area from recognised Institutions OR relevant degree in the area of economics, finance, management or administration preferably in the water and environment from recognised Institutions.
- A minimum of five years of professional experience with development of projects in a privatesector or public framework
- Previous experience with project development for different donors using different financingmodalities
- Prior experience with Ugandan budgeting and financial management procedures and processes
- Practical experience with various capacity development forms (e.g. conducting participatory workshops and trainings)
- Excellent conduct of MS office in particular MS Excel, MS Word and MS PowerPoint including: handling of bulky word documents, managing frequent revisions and inputs from various staff of the ministry, to be compiled together or consolidated into one document, and ability to do graphic presentations of organograms, workflow, work plans e.t.c
- Fluency in acquiring relevant information online (e.g. international platforms where opportunities are published, newsletters etc.)
- Passionate networker with existing professional network to be harnessed for the task at hand and willingness to expand to relevant areas (professional thematic networks and online networks like LinkedIn)

- Excellent inter-personal and written communication etiquette
- Ability and interest to acquire new information (e.g. guidelines of specific call, new financing modality) and qualifications in a self-motivated manner
- Practical experience in leading teams, wide professional network
- Ability to inspire, encourage and guide colleagues to contribute to a joint process leading to the desired output
- Accurate and dedicated to deliver written outputs in highest quality (appearance and content) under tight deadlines
- Willingness to work overtime
