About UHSS Project:
The purpose of the Uganda Health Systems Strengthening (UHSS) project is to strengthen the health system by improving leadership and accountability for achieving results across public and private health systems at national, regional, district, and local levels. The activity seeks to strengthen central-level stewardship and district-level management of the health system; support initiatives that increase domestic financing for health; identify and implement interventions that improve efficient use of key health resources; and strengthen state and non-state community systems for improved quality health services.
Job Summary: The Health Economist/Researcher will work with the Health Financing Advisor and the Public Financial Management Specialist to design and conduct research studies and other analytical work in support of UHSS’ objectives, including the area of domestic resource mobilization, resource tracking, strategic purchasing, and risk pooling.
Key Duties and Responsibilities:
- With Health Financing Advisor, design and conduct research studies and other analytical work in support of UHSS’ objectives;
- In consultation with MOH, health finance technical working groups and key health finance stakeholders identify and prioritize health finance research topics for policy use;
- As appropriate, develop terms of references and bid/consultancy documents, process selection of consultants, process contracting/hiring of consultancy firms/consultants, monitor consultancy works and provide quality assurance;
- Support Public Financial Management Specialist in the collection and analysis of health financing data;
- Implement strategic dissemination of findings to support their use in the policy process, including but not limited to organizing and providing technical facilitation at stakeholder engagement events and preparing various informational products like policy briefs, power point presentations, and fliers;
- Assist MoH in conducting Health Accounts, including disease accounts, and National AIDS Spending Assessment (NASA), while building local capacity and institutional processes to conduct them routinely and use their data in operations;
- Support MOH in use of research findings for internal decision making and for policy advocacy with MOF, Parliament and other stakeholders;
- Facilitate health economics/finance and health finance research capacity building to MOH staff and other local stakeholders; and
- Work with MOH and selected Ugandan institutions including universities on institutionalization of health finance capacity building, research and policy processes.
Qualifications, Skills and Experience:
- The applicant should for the USAID Project Senior Health Economist / Health Finance Researcher career placement should preferably hold a Master’s degree or PhD in health economics, health financing, or related field
- At least eight years of experience
- Familiarity with health finance research and resource tracking methodologies, including Health Accounts, National AIDS Spending Accounts, Public Expenditure Reviews, and Public Expenditure Tracking Surveys.
- Proficiency using statistical software packages, such as STATA or SAS
- Strong interpersonal communication skills, initiative, and good judgment;
- Experience organizing and providing technical facilitation at workshops and/or meetings
- Excellent writing, computer use, management and organizational skills;
- Fluency in English required, with other Ugandan language(s) preferred.
- Ugandan national a must
- Familiarity with USAID a plus.
