Job Summary: The Head of Programme should have considerable experience in programme development and donor relations? Do you show case the ability to analyse trends and create new impact for displaced populations? Do have experience with both emergency response, and long-term programming looking at self-reliance of refugees and environment mainstreaming? NRC Uganda is currently implementing five core competences: in Livelihoods & Food Security, Education, WASH, Shelter, as well as in Information, Counselling & Legal Assistance (ICLA) projects. We are seeking an experienced and qualified Head of Programme to lead the development of ambitious new programmes and modalities in arguably the most progressive refugee hosting context in the region.
The purpose of the position is to develop and support the technical implementation of holistic high quality programmes that take into account emerging opportunities to respond to enduring constraints to maximising impact for displaced populations. The Head of Programme will also provide institutional capacity development and focus on quality assurance of the programme.
Key Duties and Responsibilities:
- Development of holistic and needs based programmes, and oversight of Project Cycle Management (PCM)
- Development of integrated programming with focus on self-reliance of refugees and multi-year funding opportunities
- Development of synergies with other NRC programmes and working with colleagues across the region for multi-country and cross-border programme designs
- Line management and technical support to Core Competence (CC) Specialist, Grants Coordinator, M&E Coordinator, selected programme staff
- Development of Core Competency strategies and input to Country Strategy and Plan of Action
- Identification of funding opportunities, development of funding strategies and forecasts
- Oversight of grants management, Budget Proposal Overview (BPO) allocations and reporting to donors, including compliance with donor standards
- Quality control, oversight of M&E and organizational learning
- Capacity building of all technical staff
- In-country representation; and delivery of media and visibility content in relation to programme delivery.
Qualifications, Skills and Experience:
- The applicant for the Norwegian Refugee Council (NRC) Head of Programme job opportunity should hold a first level University Degree/Bachelor’s Degree in relevant field.
- At least five years’ experience from a senior management position in a humanitarian/ recovery context
- Previous experience from working in complex, volatile and refugee contexts
- Expertise in one or more of NRC’s Core Competences
- Documented results related to the position’s responsibilities
- Knowledge of the context in the Horn of Africa in general and Uganda in particular
- Appreciation and understanding of cash and markets based programming.
- Cross-cutting issues expertise, especially in gender, environment and protection mainstreaming
- Proven success in influencing change to the operating environment for the benefit of your own organization or for the wider humanitarian context
- Fluency in English, both written and verbal
- Valid driver’s license
