Job Summary: The Programme Analyst- Sexual Reproductive Health, will ensures the effective management and coordination of UNFPA projects and activities in the area of Sexual Reproductive Health. S/he oversees project formulation, implementation and evaluation, joint programming initiatives and national development frameworks. S/he will aim at strengthening and reinforcing UNFPA’s lead role in sexual Reproductive health through provision of high quality technical assistance for humanitarians and national counterparts . S/he ensures provision of the needed technical support and guidance towards promotion of integrated and quality Reproductive Maternal New born Child and Adolescent Health (RMNCAH)/FP  issues into Humanitarian and national development agenda. Under the guidance of the Representative and the direct Supervision of the Humanitarian Integrated Field Support Coordinator with over sight of Deputy Representative, the Programme Analyst – Sexual Reproductive Health-Moyo will substantively contribute to the UNFPA implementation, coordination and monitoring of programme activities across the region in the areas of Sexual Reproductive Health in both humanitarian and development settings. The Programme Analyst, will provide technical support to the district local government, local development partners and implementing partners to ensure optimal program implementation, effective use of resources, quality tracking of results, adequate coordination, advocacy for policy change and clear communication of UNFPA mandate, work and results in the region across humanitarian and development settings. S/he will be based in Moyo, and work closely with country office staff based in Kampala.

Key Duties and Responsibilities: 

  • Keenly analyze political, socio-economic, population and health situation relevant to Sexual Reproductive health/Family Planning and identify strategic areas/opportunities and entry points for UNFPA’s interventions, with particular attention to the set priorities as well as targeted groups (with due attention to youth, women and refugee population) and geographical areas articulated in the Country Programme, and based on the vulnerability assessment, mapping of risks and resources as well as other assessment. In doing so, ensure coordination with the humanitarian team/coordinator to address unmet needs and ensure contribution to the humanitarian/development continuum programmatic approach;
  • Strengthen national and subnational  capacities in SRH including conducting rapid needs assessments in RMNCAH/FP,  conducting policy dialogue for growth and the equitable distribution of qualified heath providers in Humanitarian settings  particularly midwives for skilled attendance at birth and  contributing to strengthening mutual accountability mechanisms to ending preventable maternal and newborn death including but not limited to Maternal Death Surveillance and Response (MPDSR);
  • Work in close collaboration with a wide range of partners and stakeholders, significantly contribute to the conceptualization, formulation and design of the Sexual Reproductive health/Family Planning programme component’s projects/activities including through innovative approaches and models, with particular focus on projects in priority selected areas;
  • Guide and oversee the timely and efficient implementation and delivery of the Sexual Reproductive health programme/projects/results including regular coordination meetings internally as well as externally; MISP implementation.
  • Support inter-agency contingency planning efforts, ensuring linkages between various contingency plans, adequate pre-positioning of stocks as required, etc.
  • Analyze and report on implementation/bottlenecks of the assigned programme activities, provide recommendations for corrective measures, monitor programme expenditures and disbursement to ensure delivery is in line with approved budgets;
  • Identify, assess, and engage strategic partners in support of the implementation of the Sexual Reproductive health/Family Planning programme;
  • Facilitate and guide the work of consultants, advisors and experts involved in the implementation of the program under her/his responsibility;
  • Maintain close working relationship with national and international counterparts involved in the implementation of the assigned programme/project activities, with special attention to collaboration with relevant local structures (i.e. health district officials, municipalities, primary health care centers, mayors, etc);
  • Contribute to monitoring and evaluation of Sexual Reproductive health/Family Planning projects/activities through applying existing procedures and mechanisms as well as through development of new approaches and tools, and ensure creation and regular documentation of knowledge about current trends, patterns, gaps in RH to be used in different platforms (i.e. advocacy, media, policy, technical, planning, etc);
  • Contribute to the creation and sharing of knowledge by synthesizing and documenting the results, lessons learned, successes and best practices, strategies and innovative approaches to promoting integrated maternal health, family planning and HIV programs.
  • Identify research gaps/needs in Sexual Reproductive health/Family Planning and contribute to defining research priorities, objectives and scope and follow up on initiating and undertaking research work;
  • In collaboration with respective programme officers, works on achievement of RH commodity security in the country through advocacy efforts, development of coordination mechanisms and providing technical assistance;
  • Provide expertise and facilitate advocacy activities relevant to Sexual Reproductive health/Family Planning in particular through preparation and dissemination of relevant information for evidence-based advocacy and play a key role to champion and advance UNFPA’s mandate and ensure sustainability of UNFPA’s supported programmes;
  • Contribute to the implementation of communication activities on Sexual Reproductive health/Family Planning;
  • Assess Sexual Reproductive health/Family Planning capacity development needs internally and externally (i.e. among partners) and pursue design and delivery of a tailored capacity plan;
  • Participate in training , mentoring and coaching in Reproductive Maternal New born  Child and Adolescent Health (RMNCAH)/FP interventions including MISP and CMR
  • Analyze resource mobilization environment, identify funding gaps as well as opportunities for resource mobilization, draft proposals and follow up on their implementation;
  • Lead the coordination of the Sexual Reproductive health sub-working group as well as the Clinical Management of Rape Task Force and participate/co-chair all related coordination mechanisms (i.e. health working group, maternal health, etc);
  • Provide input into various reports/documents namely annual, progress, donor, technical, strategies, policies, etc
  • Perform any other duties as may be assigned by the management of the Country Office.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNFPA Programme Analyst, SRH job opportunity should hold a Bachelor of Medicine and Surgery or Medical Related degree, with a Master’s degree in Public Health, Medicine or other related social science field. It’s an asset to have a qualification in a discipline relevant to the following areas: Health Sciences, Reproductive Health; Public Health; Medicine; Midwifery or Nursing.
  • Three to five years of experience in Sexual Reproductive Health (SRH) with professionally responsible relevant experience in programme planning, management and implementation in a context of results-based management and programming. Successful record of program management responsibilities.
  • Awareness and demonstrated thorough knowledge and understanding of SRH/FP/maternal health environment, context, challenges (including in humanitarian settings) in Lebanon.
  • Familiarity with the UN system and government work is an asset.
  • Proven technical and managerial skills in the development of project proposals, implementation, monitoring and evaluation of SRH programmes.
  • Broad knowledge of international/regional SRH, population and development issues with specific attention to youth needs, gender and cultural awareness/sensitivity and human rights approaches.
  • Proficiency in software application use.
