About US:

Following the signing of the Lusaka Ceasefire Agreement in July 1999 between the Democratic Republic of the Congo (DRC) and five regional States (Angola, Namibia, Rwanda, Uganda and Zimbabwe) in July 1999, the Security Council established the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) by its resolution 1279 of 30 November 1999, initially to plan for the observation of the ceasefire and disengagement of forces and maintain liaison with all parties to the Ceasefire Agreement. Later in a series of resolutions, the Council expanded the mandate of MONUC to the supervision of the implementation of the Ceasefire Agreement and assigned multiple related additional tasks.

Job Summary: The Administrative Officer provide support in these sub-functional specialties such as administration of logistics activities, planning, programming/budgeting, and implementing, monitoring and evaluation of business functions.

Key Duties and Responsibilities:  Within delegated authority, the incumbent will be responsible for the following duties:

Human resources management:

  • Effectively coordinates actions relative to the administration of human resources activities, e.g. recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of the UN rules and procedures.
  • Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
  • Leads, oversees and coordinates the preparation and implementation of the section work program and budget execution to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.

Budget and finance:

  • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
  • Monitors budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures.
  • Defines requirements and work with systems units with respect to improving budget reporting systems and cost effective utilization of program resources.
  • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
  • Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
  • Provides guidance and leadership to more junior staff.

General administration:

  • Assists the Office of the CSCMS in promoting/establishing/reviewing strategic administrative policies, procedures, practices, standards and tools consistent with UN policy and practice;
  • Prepares concise reports, assessments, rationales, and presentation to facilitate decision- making on policy and operational issues and produces major/complex reports, providing
  • substantive input in preparation for management;
  • Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
  • Performs other related work as required.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) Administrative Officer job placement should hold an advanced university degree (Master’s degree or equivalent) in business or public administration, Procurement, finance, Operations and supply chain management, logistics or related areas. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least five years of progressively responsible experience in administration, logistics, supply chain, accounting, Project or Program management or related field is required.
  • Previous experience at the international level or a post-conflict environment or other type of field operation is required.
  • Previous experience with the United Nations administrative policies and practices, as well as the staff and financial rules and regulations is desirable.
  • Languages:  fluency in English (both oral and written) is required.

  • Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.
