About Bill & Melinda Gates Grant:
The World Health Organisation (WHO) is the recipient of a Bill & Melinda Gates Foundation grant to implement sustainable tobacco control capacity building, and to work with Member States in the Region to promote tobacco-control oriented policy change.
Job Summary: The Project Officer will provide technical support in strengthening and implementing effective tobacco control interventions and comprehensive implementation of the World Health Organisation (WHO) Framework Convention on Tobacco Control (WHO FCTC).
Key Duties and Responsibilities:
- Build capacity on various areas of economics of tobacco and taxation to government officials, academia, civil society and WHO country office staff in selected countries (especially in Cote d’Ivoire, Gabon, Gambia, Kenya, Rwanda and Togo) in the Region
- Offer technical assistance on tobacco economics and taxation issues to government officials including Ministry of Finance technocrats and Ministry of Health officials from selected countries in the Region, regional and sub-regional intergovernmental organizations including the ECOWAS, UEMOA, EAC and the CRES
- Conduct high level engagement with Ministers of Finance, Senior Finance and Tax experts at country level to secure support and adoption of tax policy proposals and proposals for sustainable funding for tobacco control and non-communicable diseases
- Organize and facilitate multi-country meetings and workshops for experience sharing on issues of tobacco taxation and sustainable funding for tobacco control and Non-communicable Diseases (NCDs)
- Develop tools for monitoring of progress in the implementation of tax policies in the regions and for monitoring of illicit trade in tobacco products
- Provide technical expertise in the prevention of illicit trade in tobacco products Advocate and promote partnership to strengthen South-to-South cooperation in the area of tobacco taxation including health and economic cost studies. This will include working with the Tobacco Control Economics team at the WHO HQ in Geneva.
- Provide technical expertise in the process of engagement with Ministries of Finance.
- Provide regular progress reports on the tobacco tax related technical issues and activities.
- Perform any other related duties, as required
Qualifications, Skills and Experience:
- The ideal candidates for the United Nations World Health Organization (WHO Project Officer (Tobacco Economics) job should hold an advanced University Degree in economics or public finance.
- Training in tobacco control would be an asset.
- Seven years of experience teaching or working in the area of economics of tobacco.
- Previous experience in tobacco taxes, their administration and application; and working on tax policies in government or academia
- Prior experience in advocacy for tax change and sustainable financing for tobacco control and NCDs.
- Desirable: Experience in working in countries in Africa is an asset
- Previous experience in teaching or working in the area of health economics and tobacco control.
- Excellent interpersonal skills, with ability to work effectively in a team;
- Ability to motivate, guide and develop capacities at national level
- Ability to carry out advocacy and communicate tobacco control messages
- Ability to engage with high level government bureaucrats and secure high level commitments for tobacco control.
- Ability to interact and engage at high political and policy level at global, regional and national level
- Language Skills: Essential: Expert knowledge of English. Desirable: Intermediate knowledge of French.
