About US:
Following the signing of the Lusaka Ceasefire Agreement in July 1999 between the Democratic Republic of the Congo (DRC) and five regional States (Angola, Namibia, Rwanda, Uganda and Zimbabwe) in July 1999, the Security Council established the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) by its resolution 1279 of 30 November 1999, initially to plan for the observation of the ceasefire and disengagement of forces and maintain liaison with all parties to the Ceasefire Agreement. Later in a series of resolutions, the Council expanded the mandate of MONUC to the supervision of the implementation of the Ceasefire Agreement and assigned multiple related additional tasks.
Key Duties and Responsibilities: Within delegated authority, the Logistics Officer, will be responsible for the following duties:
- Exercises managerial and supervisory control over all acquisitions and requisitions required by the mission.
- Develops, prepares, coordinates and monitors overall Demand/Acquisition support plans including logistics forecasting, supply schedules, priorities or requirements, and resolution of urgent operational needs.
- Monitors and coordinates all multifunctional Acquisitions between stakeholders and the supply chain management services.
- Assists the CSCMS in the development of policy and procedures for Demand/Acquisition/Requisition support.
- Acts as the principal liaison between SCMS and SDS/technical staff for demand/acquisition/requisition planning matters and coordinates day to day support of logistics operations/requirements.
- Briefs the CSCMS on a daily basis on the ongoing operation/requests and stocks levels/situation.
- Ensures that acquisition/logistics requirements take account of gender-specific needs.
- Advises senior management on demand/acquisition/logistics management, structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the mission’s strategy requirements.
- Leads demand/logistics reconnaissance missions to various locations in the field to ensure improved clients logistics support.
- Organizes and chairs demand/acquisition/requisition/logistics meetings.
- Develops a training program and SOPs for demand/acquisition/requisition/logistics staff in coordination with all stakeholders and the various administration sections.
- Provide training in IPSAS, Umoja, Supply Chain Operations Reference (SCOR), Business intelligence and audit tracking to staff of the section.
- Manages all section staff throughout the mission area. Develops workplan, evaluates staff performance and interviews/evaluates candidates for job openings.
- Performs other related duties as required.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) Logistics Officer job placement should hold an advanced university degree (Masters degree or equivalent) in operations and supply chain management, logistics, business administration, or related field. A first-level university degree with a relevant combination of academic qualifications and experience in areas such as Demand/Acquisition Planning, logistics operations/management, supply chain management, etc. may be accepted in lieu of the advanced university degree.
- At least seven years of progressively responsible experience in operations and supply chain management, logistics operations in military, commercial or international organizations, or related area.
- Qualifications in IPSAS, SCOR, Prince 2 and Umoja SAP are an additional advantage.
- Languages: Fluency in spoken and written English is required. Working knowledge in French is an additional advantage.
