Kolibri is Learning Equality’s second-generation open-source educational platform that is specially designed to provide offline access to a curated and openly licensed educational content library, with tools for pedagogical support, for use in low-resource and low-connectivity contexts. This project builds on existing work that Learning Equality is supporting in Uganda, including an ongoing implementation with UNICEF in support of a Ministry of Education initiative in secondary schools to use Kolibri in existing computer labs, and on digital kiosks in refugee settlements across the country, and a collaboration with UNHCR to iterate on Kolibri specifically for use in emergency contexts. It is the intention that this project will pilot the use of technology to improve learning, and evaluate and document the results with the ambition of scaling-up positive outcomes.
Job Summary: Learning Equality is looking for a Project Management Consultant to drive the day-to-day project planning and piloting of a new collaboration with UNHCR, UNICEF, Education Cannot Wait and HP to improve learning outcomes through the integration of ICT-assisted learning technology at the secondary level for refugee and host community learners in Uganda. We are looking for a consultant based in Kampala, Uganda, who identifies strongly with Learning Equality’s mission to bring basic education to under-resourced communities around the world and can drive forward this new collaboration. In addition to various in-country stakeholders, you will be working closely with the Learning Equality Implementations team in the United States.
Key Duties and Responsibilities:
- Represent Learning Equality and manage relationships in a collaboration with various UN agencies, government bodies, donors and grassroots organizations.
- Refine and execute implementation project design.
- Liaise with implementing organizations to support effective use of hardware and educational software in low-resource and low-connectivity environments.
- Manage the pipeline to import and install new hardware into Uganda and in secondary schools and learning centers.
- Work with the Learning Equality Implementations team to understand how to best support the hardware and pedagogical model being employed.
- Collaborate on the development and facilitation of in-person trainings for educators (ICT and subject-area), NGO ICT staff, and curricular specialists.
- Synthesize feedback from user experiences with the hardware and implementation set-up with respect to software features, performance and content.
- Summarize feedback from complex discussions and provide succinct briefs in a timely manner to the Learning Equality team by feeding into existing organizational processes.
- Coordinate communications plans for the project.
- Engage and facilitate coalition building with the relevant communities focused on use of ICT to improve learning outcomes.
Qualifications, Skills and Experience:
- At least eight years of experience in education, international development and/or emergency response.
- Ability to effectively manage a multi-stakeholder project on a short timeframe and iterate quickly, including through coordination with UN agencies, government bodies, private sector, and grassroots organizations.

- Demonstrated understanding of the interaction between ICT and improved learning outcomes.
- Ability to quickly pick up internal organizational processes, succinctly communicate feedback, and work asynchronously using tools like Slack, Notion and Trello.
- Teaching experience in a K-12 classroom with effective pedagogical practice, especially at the lower secondary level.
- Strong understanding of the Ugandan education system and Education Cannot Wait, a global fund for education in emergencies, would be a plus.
- Experience developing and facilitating training and human-centered design activities for different audiences.
- Ability to communicate software and hardware technology concepts for a non-technical audience.
- Exposure to and understanding of Open Educational Resources (OER), curriculum design and alignment, and blended learning practices.
- Familiarity with programming tools (e.g. Python, SQL, R, Django) for data gathering and analysis, and developing software (e.g., GitHub).
Based in Kampala, Uganda (or have the ability to relocate) for the duration of the consultancy with access to reliable Internet and the ability to work flexible hours to accommodate coordination across time zones.
Duration: The initial term for this position is late January / early February 2019 through the end of October with potential to extend.
