SOS Children’s Villages Uganda is an indigenous non-government, social development organisation affiliated to SOS Children’s Villages International, a worldwide child care organisation, currently running Children’s Villages and other projects in 135 countries around the world. SOS has been working in Uganda since 1991, and runs Children’s Villages and other projects at Kakiri, Entebbe (Abaita Ababiri), Gulu and in Fort Portal – Kabarole district.
Job Summary: The Business Development Manager (BDM) is responsible for providing strategic and professional leadership and management of the health and education facilities in partnership with the Programme Directors and the Facility Heads to enhance their effectiveness and build their capacity to run independently as business units. Under the overall supervision of National Programme Development Advisor, the BDM shall coordinate and advise on the effective provision of quality education and health care of the SOS Kindergartens, Herman Gmeiner Schools and Medical Centres Responsible for promoting the highest standards of the business within the administrative structure of SOS Children’s Villages Uganda and ensuring the most effective use of resources to support continuous improvement of the learning and health care environment at all facilities.
Key Duties and Responsibilities:
Strategic Leadership
Develop the Management structure for education and health facilities
- Develop policies, systems and processes on education and health basing on the National and SOS policies, regulations and guidelines and submits to the Board for approval.
- Develop strategies for implementation of education and health policies and propose improvements thereon.
- Develop the marketing strategy for the facilities
- Gathers and keeps up to date all the necessary Government education and health care policies, regulations and guidelines.
- Provide guidance and support to facility heads in the proper interpretation and application of education and health policies, regulations and guidelines.
- Conduct policy formulation and dialogue forums / workshops.
- Undertake market research to identify initiatives that can improve the quality of education and health care services at SOS.
- Develop strategic business alliances with other organisations to support the SOS mission.
Chair regular staff meetings across the education and health facilities
Programme Development, Planning and Implementation
- Develop short and long-term plans and budgets for the education and health facilities.
- Contribute to the development of the overall SOS Uganda strategic plan
- Lead and support the strategic plan development of education and health facilities.
- Provide technical support to the education and health facilities to ensure that they contribute to the overall SOS mission and strategy.
- Align education and health strategies to the overall SOS Uganda strategic plan.
- Develop a range of initiatives to improve existing services and create new opportunities using technology.
- Develop entrepreneurial education within the school system.
- Attend project meetings and support key staff to discuss activities and develop new ideas / projects to improve quality of education and health care.
- Visit the facilities regularly to ensure effective and quality performance.
- Compile and prepare the national education and health work performance
Financial Resource Management
- In consultation with Facility Heads, prepare annual budgets for the education and health facilities and submit to the Board for approval.
- Use the approved budget to proactively monitor and control financial performance to ensure value for money.
- Propose revisions to the budget, if necessary, in response to significant or unforeseen developments.
- Provide on-going budgetary information on monthly and quarterly basis.
- Maintain a strategic financial plan that will indicate the trends and requirements of the facility development plans and also to forecast future budgets.
- Identify types of investments which are appropriate for schools and health facilities, taking account of risks and SOS target groups.
- Put in place formal service level agreements with service providers and monitor their effectiveness and implementation.
Administration
- Design and maintain and administrative system that delivers outcomes based on the objectives and goals of the schools and health facilities.
- Manage systems and establish processes to coordinate all facilities and intervention across the across the four locations.
- Define responsibilities and develop structures to ensure effective communication among all the key stakeholders.
- Design a process structure for decision making, information flow and managing resources.
- Benchmark systems and information to assess trends and make appropriate recommendations.
- Ensure compliance and adherence to educational and health policies and procedures.
- Follows-up with facilities to receive timely work performance reports.
Quality Assurance, Monitoring & Evaluation
- Develop an M&E monitoring framework and design tools to monitor and report on the performance of education and health facilities.
- Design tools and systems to continuously monitor child protection in the education and health facilities.
- Develop a quality management system to provide information and support the implementation, monitoring and evaluation of quality standards in the facilities.

Human Resource Management
- Manage recruitment, performance management, appraisal and development of staff in education and health facilities.
- Monitor compliance with HR policies, regulations and guidelines, ensuring that staff are well informed of such policies and procedures.
- Identify skills, knowledge and experience required by staff to undertake existing and future planned activities.
- Assess capacity gaps and implement a capacity development plan.
- Manage staff discipline and grievance procedures.
Facility and Property Management
- Supervise planning and construction projects ensuring that they are in line with the contractual obligations.
- Ensure safety, security and maintenance of operational premises.
- Manage the purchase, maintenance and repair of facility equipment, furniture and fittings.
- Follow sound practices for estate management and grounds maintenance.
- Ensure a safe and secure environment for the provision of quality education and health care.
- Ensure provision and monitoring of ancillary services in the facilities, including catering and cleaning.
Health and Safety
- Act as the Health and Safety Officer for the education and health facilities.
- Develop a health and safety policy and ensure its implementation.
- Develop a safety and health risk management plan
- Put in place systems and mechanisms to monitor, measure and report health and safety issues to the senior management team.
Qualifications, Skills and Experience:
- The applicant must hold an MA / MSc in Education, Public Administration or Business Management or similar disciplines
- Or, Bachelor’s Degree with a Post graduate training in Business Management, Financial Management or Human Resource Management
- At least ten years’ experience in education / health with at least 4 years in a senior management position managing an education of health business entity.
- Experience working with Government line Ministries and local governments
- Demonstrated marketing, management and leadership skills.
- Excellent IT skills with the ability to use MS Office and databases
- Knowledge of current commercial trends and branding
- Proven experience in managing projects
- Experience in writing business plans
- A good understanding of digital media and technology
- Strategic Thinking skills
- Analysis and Problem-solving Skills
- Experience of leading negotiations and influencing key decisions at a senior level, including proven experience of managing change.
- Proven ability to communicate knowledge, ideas and issues around quality of education and health care service delivery.
- Good understanding of SOS CV Uganda strategic direction with regard to child right and rights-based approaches.
