Job Summary: The Program Design & Evaluation Specialist will support in program development, all data collection, analysis, and learning activities to help ensure program accountability, efficiency and effectiveness from start to finish in Ethiopia, Uganda and the region. S/he will provide technical field support to the monitoring and evaluation (M&E) unit for each country program.
Key Duties and Responsibilities:
Program Design & Proposal Development
- Direct the process of designing programs that adhere to evidence-based practice and international standards of child welfare, child protection and family strengthening practices.
- Lead the process of designing fundable programs that demonstrate a strong causal framework or theory of change.
- Lead the team in proposal development process and grants writing for country programs to ensure activities and outcomes can be measured and evaluated.
- Partner with country offices to ensure projects and proposals are relevant to each country team’s context and capabilities.
Systems Development Responsibilities
- Lead in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
- Lead in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant
- Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems.
- Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
- Assist country teams in developing baseline data for each project component and for all project indicators.
- With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
- Lead country teams in developing a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
- Organize and undertake training with collaborating partners on M&E as required.
M & E Implementation and Coordination
- Lead country teams in areas of; regular data collection for measuring achievement against performance indicators; checking data quality; development of progress reports both midterm and final; identifying areas that need technical support; organize refresher M & E trainings; maintain and administer M & E database.
- Ensures that programs adhere to reporting requirements for each funding source including: (1) private or public grant, (2) corporate donors, and (3) individual child sponsorship.
- Communication
- Produce reports on M&E findings, prepare presentations based on M&E data and provide management information as required.
- Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
Qualifications, Skills and Experience:
- The ideal candidate must hold a Master’s degree in social work, health and human services, demography, sociology, monitoring and evaluation, statistics, economics or other social service field.
- Bachelor’s degree with extensive program work experience could be considered.
- Excellent communication skills both oral and written.
- Practical knowledge of development concepts and child welfare programs is important.
- Proven skills in program development, and management, training abilities and monitoring and evaluation program development.
- Ability to manage information flow from project to trustees and donors through provision of reports.
- Ability to multitask and juggle multiple work plans to achieve project objectives, ensure compliance of the policies and procedures and timely resourcing of skilled and competent staff .
- Excellent interpersonal skills with a background of having worked in a culture diverse environment.
- Ability to work in a demanding environment
