Job Summary: The Field Program Manager will develop and implement the programs in Adjumani district. The programs are based in a long term territorial development approach working in several sectors. Being the first Field Program Manager of Ayuda en Acción in Adjumani is an exciting opportunity to take an integral part of the establishment of the activities in the area, and have a great imprint on it. The successful candidate will report to head of programs of the country office and provide the overall direction to the respective programs being ultimately responsible for delivery of results and responsible for general management of the program/project area. S/he will assume overall responsibility for the operations in Adjumani. S/he will also be in charge of an external assessment, which will be the base for longer term strategy planning and implementation.
Key Duties and Responsibilities:
- Represent Ayuda en Acción in the district.
- Build new partnerships and maintaining existing ones – with authorities, development partners, networks, alliances, research and academic institutions.
- Take an integral part in development, implementation and monitoring of a 3 years strategy and annual operation plans for the field programs.
- Develop new project proposals to apply to national and international donors calls.
- Support the country office and respective functions in designing and implementing and in recruiting staffs, purchase assets and properties.
- Keenly monitor the implement annual operations plans and specific plans of each implementing partner.
- Manage the Program resources (human, financial and material) in coordination with the Country Office.
- Understand and assure the implementation of any system security and safety procedures and requirements to human resources management.
- Protect the completeness, accuracy and integrity of accounting data and information based on AeA policies, procedures, donor regulations, and the law of the land.
- Evaluate all projects and feedback knowledge to the Ayuda en Accion knowledge-base.
- Tasked with documenting and reporting as per the AeA policies, procedures, donor regulations, and the law of the land.
- Oversee and fully manage an external assessment.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree, preferably in sociology, social work, social anthropology, agriculture, agribusiness, development studies.
- At least seven years of work experience in long and short term projects/programs development and management, humanitarian programs development and management, child sponsorship programing, Regular and institutional Fund raising and management, partnership development and management, networking and alliance building, human, financial and material resources management, M&E, documentation and reporting in reputable institution/s preferably in the NGO sector.
- Experience working with external service providers.
- Strong knowledge of development and humanitarian, private sector and landscape in Uganda.
- Proven experience in strategic planning and program design, with demonstrated experience in implementation, M&E.
- Proven people management experience.
- Knowledge, practical application and implications of participatory development approaches, tools, monitoring and evaluation tools.
- Demonstrated leadership and management of donor-funded development projects/programs.
- Demonstrated ability to engage stakeholders at a high level across the ecosystem, and build effective partnership models.
- Ability to structure and manage complex tasks; including experience in work planning, coordination and activity budgeting,
- Ability to work independently and take initiative while also having strong team building skills.
- Excellent networking, alliance building and relationship-building skills.
- Excellent writing and analytical skills with proper written and spoken English.
- Knowledge of West Nile local languages.
- Ability to develop well written, cohesive reports that are responsive to the donor’s needs.
- Excellent communication and computer skills.
- Availability to travel to rural areas and to Kampala.
