About US:

Rural Electrification Agency (REA) is the secretariat of the Rural Electrification Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to implement Government’s rural electrification programs. The Government of Uganda through REA is implementing a number of electricity connection projects with financial support from development partners to meet national electricity access targets.

Job Summary:  The Clerks of Works will maintain full time presence on the project site and to support effective and efficient implementation of the projects.

Key Duties and Responsibilities: 

  • Participate and ensure that the proposed line routes are complied with during implementation
  • Ensure that only the approved line materials are used during installation
  • Ensure materials are installed according to the approved construction methodology
  • Verification of quantifies of materials received on site and used on the project by signing on the site delivery notes
  • Ensure proper handling and storage materials on site by the contractor
  • Submit the daily log sheets reports indicating the day’s work, weather conditions, compliance to safety, social and environmental requirements
  • Examine the approved program for construction, check progress and report to the SPE on a weekly basis;
  • On a day-to-day basis, monitor the contractor’s work program, number of contractor’s specified personnel and equipment on site, quality of works, quality of materials, and compliance with the drawings and specifications to ensure adherence to all building codes, Drawings, Specification and Health & Safety regulations on behalf of the project;
  • Keep a record of all issues, escalating to the SPE where necessary;
  • Conduct independent checks and interpretation of Designs, Drawings and Technical Specifications forwarding any discrepancies to the SPE in good time for appropriate action.
  • Monitor and ensure that the required standards of quality and accuracy of work and materials are maintained, ensuring that samples of materials are taken and results assessed by Consultant;
  • Monitor that all construction work is accomplished as required in accordance with the approved work program, and where not that the causes of delays are recorded, and escalated timely to the Contract Management Team;
  • Attend to the site on all occasions and attend all various scheduled site meetings for the Project Works under the Project; and submit written progress reports every two weeks;
  • Maintain a diary to record the progress of construction, delays, weather conditions and site visitors, and other significant facts, and submit weekly reports to the SPE.
  • Check that the contractor’s work sheets are properly certified in respect of hours worked and materials used by the Project Consultants. Clerk of Works should maintain a record of the same in site diary;
  • Maintain a record of the time of reporting and durations spent by the consultant’s staff on the site;
  • Carry out stock condition surveys and prepare reports and records to assist in valuation and management of the works and ensure the project records are well kept and maintained for completeness and safety;
  • Assist the Contract Management to check Payment certificates by comparing with own records;
  • Record and report disputes arising out of the Project Activities and escalate as necessary to Contract Management team;
  • Ensure that the contractor keeps the site tidy.
  • Inspect and ensure Consultants approve works before being covered up.
  • Ensure that the Contractor adheres to safety regulations. (Safety measures will include provision of safety helmets, boots, guard rails, safety equipment, site signs, first aid equipment, etc.).
  • Check and ascertain that the Contractor prepares for Site Meetings as and when they are due.
  • Timely and prompt reporting (within an hour or so) of all peculiar occurrences on site to the Contract Management team.
  • Any other duties that may be assigned by the appointing authority.

Qualifications, Skills and Experience: 

  • The applicant must hold an ordinary diploma in Electrical Engineering, a higher diploma will be added advantage
  • At least five years of working experience in supervision of works related to substation/transmission/ distribution line construction.
