Job Summary:  The Communications and Monitoring Evaluation officer will be responsible for communication and monitoring activities for the WPS programme with support of the WPS team. She/he will support the implementation of the WPS Programme and process result based –monitoring data reports, incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

Key Duties and Responsibilities: 

Contribute to incorporation of communications, monitoring and reporting into programme implementation

  • Lead the development of Performance Results Frameworks, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Support the formulation and implementation of internal and external communications and advocacy strategies, support to business development.
  • Technical support to design of monitoring and evaluation standards and strategies including development of monitoring tools and standards.
  • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Contribute to annual work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;

Supports the formulation and implementation of internal and external communications and advocacy strategies, supports business development of the Project focusing on achievement of the following results:

  • Preparation and conduct of communications needs assessments for the programme and corporate change initiatives, etc
  • Development of communication materials for marketing and awareness-raising campaigns, including program briefs, press releases in coordination with the supervisor.
  • Organize of roundtable discussions, press conferences, briefing sessions, interviews.
  • Provision of inputs and researched information in programme formulations to integrate advocacy and communication strategies into all aspects of UN Women’s WPS Programme.
  • Plans, implements and monitors WPS communication and media activities, including monitoring and collecting electronically all national news relevant to WPS.
  • Liaises and coordinates with Country office (CO) communications staff to ensure communication and media outreach strategy and activities align with the country level strategy and activities.
  • Supports and prepares content for the website parts related to the WPSHA Programme ensuring consistent quality and appropriateness of the materials.
  • Identifies and develops storylines for publications and substantive articles contributing to debates on key development issues. Prepares human interest stories and project updates drawn from WPS activities and partnerships, for UN Women’s global and regional websites.
  • Maintenance of Project communication information database and photo library.

Contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan

  • Lead development and monitor the WPSHA Monitoring, Evaluation, and Research Plan
  • With support from the CO PM&E Specialist, ensure that data collection and analysis from field visits are coordinated and standardized across programme;
  • Monitor data from partners on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
  • Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;

Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences

  • Develop WPSHA donor and programme reports (both narrative);
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

Contribute to knowledge building and capacity building

  • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools, including training materials and packages;
  • Facilitate capacity building opportunities for staff and partners in the country in the areas of Results Based Management (RBM);
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) through communication, training, learning and development activities.

Key Performance Indicators:

  • Timely and quality technical support to the WPSHA programme team and partners in line with work plan
  • Quality and timely development and review of systems for tracking/monitoring
  • Timely submission of quality and accurate reports
  • Quality support to Evaluation processes, including timely coordination of mission

Qualifications, Skills and Experience: 

  • The applicant for the Communications, Monitoring & Evaluation Officer –Women Peace and Security (WPS) job must hold a Master’s degree (or equivalent) in Political or Social Science, Economics, International relations, Development Studies, Management, Gender/Women’s Studies.
  • A first-level university degree in combination with six additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Four years of progressively advanced level responsible experience at the national, regional or international level in monitoring and reporting with a background and interest in the analysis of socio-economic issues related to policy matters.
  • Experience in the Women, Peace and Security and Humanitarian Action is essential;
  • Relevant experience at the national or international level in public relations, communications or advocacy.
  • Experience in the United Nations systems in an asset;
  • Language: Fluency in English is required; Knowledge of the other UN official working language is an asset;
  • Knowledge of working with Ministries, Agencies and Departments of Government and the media is an asset.
