Job Summary:   The Health Specialist, Health Information Systems is responsible for the planning, implementation, monitoring and evaluation of UNICEF, Government of Uganda Health Information Systems (HIS) and Health Management Information System Program activities (HMIS). He/She provides additional support to the implementation of the UNICEF District Health Systems Strengthening approach to ensure real time information for the development a one district health plan for UNICEF Tier 1 districts. Within the Child and Survival Development Section, He/She is responsible for developing effective strategies for scaling up Health Information Systems for effective Health Information management.

Key Duties and Responsibilities: 

  • Advise and facilitate the national technical alignment of Health Information Systems to MoH guiding documents including the Health Sector Development Plan, Health Sector Strategic and Investment Plan, and the National Development Plan. Support to the finalisation of the National eHealth policy, development and dissemination of the Enterprise Architecture, System Interoperability framework and Health Information Systems Strategy.
  • In close coordination with Ministry of Health and in partnership with relevant stakeholders, support the improvement of district health governance and data management performance  in UNICEF Tier 1 and 2 districts including building capacity for data use for evidence based planning and prioritisation; improve the enabling environment for good data usage and management practices  through increased use of HIS decision support tools. In addition, monitor all CSD section data investments implemented to strengthen sub-national health planning and evidence generation to encourage continuous learning and sustainable health management capacity in the District Health Systems Strengthening approach.
  • Contribute to preparation of Child Survival and Development documents including annual plans of action, documentation of interventions and donor reports ensuring mainstreaming of Health  Information Systems.
  • Establishes  and maintains contact with partners at national and district level; keeps abreast of global standards in Health Information Exchange and Health Management Information System including support to institutionalization of nationally accredited HIS at District and Health sub-district levels.
  • On behalf of the CSD Section, prepares briefings, situation reports and progress reports on HMIS and HIS for the decision-making process and information purposes for UNICEF management, the T4D Governance Committee, donors and partners.
  • Plays a lead coordination role in discussions with government or other local authorities, partners (especially WHO, USAID, CDC, UNFPA, UN Global Pulse) and PCA partners, to advocate and/or assist counterparts in the formulation, implementation and evaluation of eHealth & mHealth related Interventions.
  • Supports national capacity building for Health Information Systems interventions in support of health emergencies preparedness to recurrent risks such as disease outbreaks, refugee influxes, and epidemics and provides training and/or briefing on the same.
  • Works with zonal offices to strengthen district and regional HIS and Monitors the appropriate and effective use of UNICEF resources/inputs.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNICEF Health Specialist – Health Information Systems job opportunity should hold an advanced degree in one of the following fields: Information Technology, Information Systems, Application Architecture Design or a field relevant to Health Systems strengthening, and Digital Health.
  • Five years of progressively responsible professional work experience in programme management, scale up and implementation of Health Information Systems in the Uganda Context.
  • At least three years of relevant professional work experience within the Uganda health and nutrition context in applying the District Health Systems strengthening
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
